Motion of Mr. Barnes and seconded by Mrs. Webb, to close nominations and there b~ing no further n~minations, the above members to be elected to the designated Board/qommission, and was adopted by unanimous vote. 84-21 On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, and by the following vote: "A RESOLUTION EXTENDING CONGRATULATIONS OF THE COUNCIL AND CITIZENS OF THE CITY OF PORTSMOUTH TO THE COUNCIL AND CITIZENS OF THE CITY OF SUFFOLK ON THE OCCASION MARKING THE 10TH ANNIVERSAR~OF THEi!CONSOLIDATED CITY OF SUFFOLK. WHEREAS, the consolidated City of of the City of Nansemond (formerly the ville) and the City of Suffolk; and Suffolk was established in January 1974 by the merging County of Nansemond and the towns of Holland and ~ale~ WHEREAS, the City of Portsmouth and the areas now constituting the City of Suffolk have, since colonial times, been geographically, culturally and commercially related while still developing an individual sense of community pride; and WHEREAS, the joint efforts of neighboring cities, as exemplified by the mutually agreed Comprehensive Water Agreement of 1982, are necessary in order to improve the quality of life for the citizens of both cities; and t WHEREAS, the Council of the City of Portsmouth recognizes the efforts of the Council and the citizens of the City of Suffolk to improve the quality of life within their city and thus have a positive impact on its neighboring cities and the region as a whole. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that this Council on behalf of the citizens of the City of Portsmouth, extend to the Council of the City of Suffolk and the citizens of that City their congratulations on the occasion marking the 10th anniversary of the establishment of the consolidated City of Suffolk. BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the Council of this City, and that a copy thereof be presented on behalf of the City of Portsmouth to the Council of the City of Suffolk." Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen Nays: None 84-22 - Motion of Mr. Gray and seconded by Mrs. Webb, to go into an executive session to ~ecuss the following, and was adopted by unanimous vote: (1) Use, Sale, or Acquisition of Public Property; (2) Consultation and Briefing on Legal Matters including Contracts and Litigation; (3) A Personnel Matter; (4) Boards and Commissions.
