January 10~ 1984 <br /> <br /> Generally, it has been our policy to designate any bank with an office located in the <br />City, and who so requests, to be a~ authorized depository. (There is one exception, the <br />First Virginia Bank of Nansemond, ~s a depository due to its proximity to Portsmouth Sleepy <br />Hole Golf Course.) Temporary loa~s and investments are placed by bid with these banks~from <br />time to time and individual account placement has been generally based on a degree of participa <br />tion by the banks in servicing the City's financial needs. On the recommendations of the <br />Director of Finance, the City Manager makes the determinations of the placement of the <br />individual accounts at each of the depositories designated by the City Council. <br /> <br /> I am placing on your agenda for the January 10, 1984 Council meeting for your considerati <br />a motion to designate the following banks as authorized depositories for funds of the City: <br />American Bank, Atlantic National Bank, Bank of Virginia, Central Fidelity Bank, Chesapeake <br />~mnk and Trust, Citizens Trust Bank, Dominion National Bank, First Virginia Bank of Nansemond, <br />Sovran Bank N.A. and United Virginia Bank. This motion would add American Bank and Sovran <br />Bank N.A. to the previously designated list of authorized depositories." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. GraM, to add American Bank and Sovran Bank N.A. <br />to the previously designated list of authorized depositories, was adopted by unanimous vote. <br /> <br /> 84-16 Letter from the City Manager recommending adoption of a motion to <br />bidder, Caruthers Construction Company, for construction of partitions for the <br />Marketplace. <br /> <br />award low <br />Portside <br /> <br /> "With the impending completion of the present Portside Pavilion and Terminal Contract, <br />the partitions to separate the individual shop owners must be constructed at this time in orde~ <br />to be ready for the Spring opening. <br /> <br /> The following bid was received for the construction and installation of the partitions. <br /> <br /> Caruthers Construction Company $16,000 <br /> City Estimate $14,000 <br /> <br /> The poor bid response is attributed to the presently very active housing construction <br />market. <br /> <br /> The City Engineer recommends award of the subject contract to the low bidder. Sufficient <br />funds for this contract remain from the Spring, 1983 appropriation for the North Harbor In-The- <br />Water Contract. <br /> <br /> It is therefore recommended that City Council authorize the award of this contract to the <br />low bidder." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that the contract £orrthe construction and <br />installation of the partitions be awarded to Caruthers Construction Company, low bidder, as <br />recommended, and was adopted by unanimous vote. <br /> <br /> 84-17 Letter from the City Manager recommending adoPtion of a motion to refund R$cardo L <br />Smith $20.30 for overpayment of 1983 Personal Property Taxes. <br /> <br /> "The Commissioner of The Revenue has requested a refund for 1983 Personal Property taxes <br />for Richardo L. Smith, 3960 Two Oaks Road, Portsmouth, Virginia 23703. <br /> <br /> Mr. Smith was assessed twice on the <br />a refund for Tax Bill No. S042330 in the <br /> <br />same automobile and paid both tax bills; therefore, <br />amount of $20.30 is requested. <br /> <br />I recommend that Council adopt this motion, and refund be granted." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to <br />to Ricardo L. Smith $20.30~~ as requested, and was adopted by unanimous vote. <br /> <br />refund <br /> <br /> 84-18 - Letter from the City Manager recommending adoption of a motion to refund Virginia <br />Boat and Yacht Service $67.60 for Personal Property Taxes paid improperly. <br /> <br /> "The Commissioner of the Revenue has requested that a refund be made to Virginia Boat and <br />Yacht Service in the amount of $67.60 for Personal Property taxes. <br /> <br /> This business was assessed on a 1983 Cadillac. The correct assessment of Personal <br />Property taxes should have been on a 1983 Buick. <br /> <br />I recommend that Council adopt this motion, and a refund be granted." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, tha~ ~uthori~a~i0n be granted to refund <br />to Virginia Boat and Yacht Service $67.60, plus interest, as requested, for taxes improper~~ <br />paid, and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS <br /> <br /> 84-20 - Mr. Gray offered the following nominations for appointments to the following <br />Boards/Commissions: <br /> <br /> <br />
