<br />PROPERTY LOCATED IN THE URBAN ENTERPRISE ZONE."

<br /> 84-29 - Letter from the City Manager recommending adoption of an ordinance to appropriat~
<br />$150,000 for the purchase of property located off Frederick Boulevard as the site for proposed
<br />transfer station.
<br />
<br /> "At the direction 6f City Council, I have worked closely with Durwood Curling, Executive
<br />Director of Southeastern Public Service Authority on the location for the proposed solid
<br />waste transfer station in Portsmouth. The city's Director of Public Works, and Director of
<br />Planning, Engineering, and Inspections have considered several locations and it is their joint
<br />recommendation that the Frederick Boulevard site be selected. Other locations that were con-
<br />sidered included the Public Works Maintenance facility (City Compound), and the RFD site
<br />located on U. S. Navy property.
<br />
<br /> Mr. Curling has indicated that the regional landfill in Suffolk is anticipated to open
<br />by January 1985. As you know, the Environmental Protection Agency's variance for the opera-
<br />tion of the City Incinerator mandates that when the landfill opens that the City be required
<br />to close the plant. The time constraints of the EPA variance eliminates the Navy site and
<br />the City Compound from being viable alternatives to the Frederick Boulevard site.
<br />
<br /> Therefore, I recommend that the attached ordinance appropriating $150,0D0 from the Capitz
<br />Improvements fund be approved for the purchase of the property. Because the proposed transfei
<br />station will be operated by SPSA, the actual purchase price would be reimbursed by that agenc}
<br />The City by purchasing the property (versus direct purchase by SPSA) will be able to include
<br />deed restrictions to ensure that the site is adequately landscaped and road access provided."

<br /> The following citizens spoke in support of their homes being purchased in the area for
<br />the proposed transfer station:

<br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, to approve the following ordinance
<br />on first reading, and that the City Manager bring a plan by second reading for the acquisitio~
<br />of the additional eight (8) homes and total purchase price that would be passed on to SPSA,
<br />and was adopted by 5-1 (Nay-Beamer) vote:

<br />ACQUISITION OF THREE PARCELS OF PROPERTY FOR THE SOUTHEASTERN PUBLIC SERVICE
<br />AUTHORITY TRANSFER SITE."

<br /> 84-30 - Letter from the City Manager recommending adoption of a resolution authorizing
<br />a guaranty agreement whereby the City will guarantee indirectly 21% of the debt service not
<br />exceeding $26,000,000 Revenue Bonds (Regional Solid Waste Project) to be issued to the South-
<br />eastern Public Service Authority of Virginia.
<br />
<br /> "On March 14, 1978, you approved a resolution to guarantee bond anticipation notes for
<br />the Southeastern Public Service{~ Authority (SPSA) in the amount of $326,000. Additionally,
<br />you have approved increases to this amount twice since that time to the amount now guaranteed
<br />$560,000. These guarantees have permitted SPSA to obtain the funding needed to move forward
<br />with the process of establishing the regional soSid waste landfill as well as to continue to-
<br />wards the refuse derived fuel (RDF) plant which will convert solid waste into a fuel to be
<br />used in the Naval Shipyard's steam generator.
<br />
<br /> The first phase of this project is nearing fruition. The Regional Landfill to be locate~
<br />in the City of Suffolk and the associated solid waste transfer stations are at the stage wher,
<br />acquisition and construction is ready to commence. In addition, supporting equipment, rollin
<br />stock and ancillary facilities are ready to be placed on order,
<br />
<br /> In order to finance this phase of construction, the Board of Directors of SPSA intends
<br />to issue revenue bonds. If these bonds were~ssu~e~d~ without any additional backing, the inter-
<br />est rate, which is directly related to the financial security of repayment, would probably
<br />be high. The higher the rate of interest, the more SPSA would have to charge the user juris-
