<br /> Motion of Mrs. Webb and seconded by Mr. Gray, that the report from the City Treasurer for
<br />the DelinquentxPe~sonal Property Taxes, be received as information, and was adopted by unanimu:

<br /> 94-96 Letter from the City Manager recommending adoption of a motion to transfer
<br />funds from the Grants Contingency Account in the amount of $3,000 to construct a Senior
<br />Citizens Walking Fitness Course.
<br />
<br /> "I am pleased to inform you that the Virginia Division of Parks and Recreation has
<br />approved our application for funds to construct a Senior Citizens Walking Fitness Course.
<br />The $3,000 grant will be used for the purchase and construction of the fitness course. In
<br />addition, the Olive Branch Recreation and Parks Forum is contributing $1,155 and the Parks
<br />and Recreation Commission has approved a matching local grant of $1,155 from the Department's
<br />Incentive Fund for a total project of $5,310.
<br />
<br /> On January 10, 1984, City Council approved a resolution confirming the availability
<br />of the funds needed for this project. In addition, City Park Consultant, Mr. Stuart Connock,
<br />has indicated that the Gamefield Walking Course for Seniors is compatible with the park's
<br />conceptual proposals, and the course has been endorsed by the Parks and Recreation Commission.
<br />
<br /> I recommend approval of the fitness course for.seniors and &he transfer of $3,000 from
<br />the Grants Contingency Account for this purpose."
<br />
<br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to defer the matter until the next
<br />meeting (March 27, 1984), in order for the City Manager to furnish a report on the use of
<br />the existing courses that are in operation, and was adopted by unanimous vote.

<br /> 84-97 - Vice Mayor Beamer offered the following nominations for appointments to the

<br /> Motion of Mr. Gray and seconded by Mrs. Webb, to close nominations and there being no
<br />further nominations, the above member to be elected to the designated Board/Commission, and
<br />was adopted by unanimous vote.

<br /> 84-98 - On motion of Mr. Barnes and seconded by Mr. Beamer, the following resolution
<br />was adopted and by the following vote:

<br /> "WHEREAS, James A. Overton, a native of Norfolk County, Virginia, and a graduate of the
<br />Portsmouth Public School System, has served, and continues to serve, the residents of the City
<br />of Portsmouth and the Commonwealth of Virginia as a practicing attorney since 1950, and substi~
<br />judge of the General District Court of this City since 1972; and
<br />
<br /> WHEREAS, he has given generously of his time and energy in the interest of the citizens o2
<br />this City whose interest he held paramount at all times; and
<br />
<br /> WHEREAS, he has served the City and its citizens
<br />on the Portsmouth Redevelopment and Housing Authority,
<br />Portsmouth Clean Community Commission; and
<br />
<br />as a City Council appointee to membershi
<br />Portsmouth Planning Commission and the
<br />
<br /> WHEREAS, he has served in leadership positions for the Central Civic Forum, Boy Scouts of
<br />America, Twin City Bar Association, Grove Baptist Church, Effingham Street YMCA, Douglas Park
<br />PTA, William E. Waters PTA, Urban League of Tidewater, Pan-Hellenic Council, Kappa Alpha Psi
<br />Fraternity, Virginia Union University and Child and Family Services Board; and
<br />
<br /> WHEREAS, he has served with distinction and helped to make the City of Portsmouth a bette~
<br />place in which to live; and
<br />
<br /> WHEREAS, the stature he attained in the community by his exemplary life and monumental
<br />achievements are well recognized.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that
<br />Overton for his dedicated service to the
<br />future.
