<br /> Rev. T. M. Frye, Pastor of Biltmore Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, minutes of the called meeting of
<br />February 28, 1984; minutes of the regular meeting of February 28, 1984, to be approved as
<br />received, and was adopted by unanimous vote.

<br />- Public Hearing on rezoning, use permit, and group housing project applications:

<br />- Rezoning application of Elsie Green Hall, et als, by Carl E. Bowers
<br /> of West Norfolk Associates, for a parcel of land at the northeast corner
<br /> of West Norfolk Road and Cedar Lane; from Residential R-150 to Commercial
<br /> C-1 and Office Residential OR-75.
<br />
<br /> Glenn Yates, Jr., 445 Middle Street, representing West Norfolk Associates, requested that
<br />C-1 zoning be eliminated and all of the parcel be rezoned for OR-75; he further stated that
<br />the West Norfolk Civic League had agreed with the developers to consider rezoning a portion
<br />from the center line of the egress to the east to OR-7S-K(Conditional).
<br />
<br /> The City Attorney stated that the request for Conditional zoning did not conform to Con-
<br />ditional zoning law requirements.
<br />
<br />Mr. Yates stated that he would withdraw the request for OR-75-K(Conditional).
<br />
<br /> George T. Arias, 4925 West Norfolk Road, representing West Norfolk Civic League, spoke
<br />in support of OR~75 and stated that the Civic League supported OR-75-K(Conditional) for the
<br />other portion.
<br />
<br />Motion of Mr. Whitlow and seconded by Mrs. Webb, to approve the entire parcel as 0R-75.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Beamer to go into an executive session to dis-
<br />cuss a legal matter, and was adopted by unanimous vote.
<br />
<br />Council went into executive session at 7:40 plm. and reconvened at 8:04 p.m.
<br />
<br /> Subs~itutee motion of Mr. Barnes and seconded by Mr. Beamer,
<br />April 10, 1984, and that a public hearing be advertised in, order
<br />legally, and was adopted by 6-1(Nay-Holley) vote.

<br />Planning Commission, to rezone property on the southside of Elliott Avenue between Frederick
