April 10, 1984 <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to adopt the resolution. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, to amend the resolution to include the <br />three (3)ite~r~c~zm~d~d~:~h~the City Manager, and was adopted by unanimous vote. <br /> <br /> On motion the following resolution was adopted, as amended, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY TO THE INDUSTRIAL <br /> DEVELOPMENT AUTHORITY (DETROIT STREET AT LEE AVENUE). <br /> <br /> WHEREAS, the City of Portsmouth owns certain real property located at the northeast <br />intersection of Detroit Street and Lee Avenue, which property is no longer required for <br />the use of the City and is, hereby, declared to be excess property; and <br /> <br /> WHEREAS, the Industrial Development Authority has made an offer to purchase said <br />property for the purpose of combining the same with adjacent property for development of <br />Industrial and Port related business; and <br /> <br /> WHEREAS, the Industrial Development Authority has agreed to pay the sum of Twelve <br />Thousand Dollars ($12,000) for said property; and <br /> <br /> WHEREAS, ~2.09 (c) of the Charter of the City of Portsmouth provides that property <br />may be conveyed to the Commonwealth of Virginia or a political subdivision thereof without <br />advertisement--or receipt of bids; and <br /> <br /> WHEREAS, the Industrial Development Authority is a political subdivision of the <br />Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to convey the hereinafter-described <br />property to the Industrial Development Authority of the City of Portsmouth for the sum of <br />Twelve Thousand Dollars ($12,000). <br /> <br /> All that certain piece or parcel of land, situate, lying and being in the <br />City. of ~ortsmouth, Virginia, bounded and described as follows: <br /> <br /> Beginning at the northeast intersection of Detroit Street and Lee Avenue; <br />thence in an easterly direction along the northern boundary of Detroit Street <br />200' to the northwest intersection of Detroit Street and Industrial Avenue; <br />thence north along the western boundary of Industrial Avenue 75' to a point; <br />thence west and parallel with Detroit Street 200' to the eastern boundary <br />Lee Avenue; thence south along the eastern boundary of Lee Avenue 75' to the <br />Point of Beginning. <br /> <br /> BE IT FURTHER RESOLVED that the conveyance authorized therein shall require the Industria[ <br />Development Authority to impose the following conditions on any~sUbsequent conveyance of the <br />heretofore described property: <br /> <br />1. Standard site plan improvements; <br />2. Ingress and egress approved by Traffic Engineer; <br />3. Satisfactory screening from adjoining residential approved by City Planning. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to <br />execute such documents as maybe necessary to complete this transaction." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-124 Letter from the City Manager recommending adoption of a resolution appointing <br />viewers for the closing of a portion of Peninsula Avenue. <br /> <br /> "Timothy. A. Wood and Dorothy J. Wood have made an application to have a portion of <br />Peninsula Avenue from the north right-of,way of Matthews Terrace north to the low water mark <br />of Scotts Creek vacated and closed. As required by law ~he applicants have given the appro- <br />priate notice of application. <br /> <br /> The attached resolution, if approved by City Council, appoints the necessary viewers and <br />requests their recommendation. <br /> <br />I recommend adoption of the resolution." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF.PENINSULA <br />AVENUE. <br /> <br /> WHEREAS, Timothy A. Wood and Dorothy J. Wood have made application to vacate, close <br />and discontinue the hereinafter-described portion of Peninsula Avenue, and it appearing <br />that notice of application and request for the appointment of viewers was duly advertised <br />as required by law. <br /> <br /> <br />
