Hanbury, City Manager, <br /> <br /> Rev. Robert N.~ Huffman, Rector of Trinity Episcopal Church, opened the meeting with <br />prayer, followed by the Pledge Of Allegiance to the Flag. <br /> <br /> Mayor Johansen welcomed all visitors in attendance, recognizing students of the Govern- <br />ment Class of I. C. Norcom High School. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the called meeting of Mardh <br />1984; minutes of the regular meeting of March 27, 1984, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />27, <br /> <br />84-120 <br /> <br />Public Hearin~ on group housing applications and a proposed amendment to the <br />City Code: <br /> <br />(a) GHP 84-4-- <br /> <br />Group housing project application of Carlton E. McCuiston, Sr., owner, <br />for 18 apartment units at the southeast corner of Elliott Avenue and <br />Beacon Road. <br /> <br /> C. Raeford Eure, 6006 Churchland Boulevard, representing owner, was available to answer <br />questions. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to concur in the recommendation of the <br />Planning Commission, GHP 84-4 for 18 apartment units at the southeast corner of Elliott Avenue <br />and Beacon Road, was approved on first reading, and by unanimous vote. <br /> <br />(b) GHP 84-5 <br /> <br />- Group housing project application of the Industrial Development Authoril <br /> for the City of Portsmouth, by C. Raeford Eure, Develo~, for 108 <br /> condominium units on the south side of Elliott Avenue between Frederick <br /> and Deep Creek Boulevards. <br /> <br />C. Raeford Eure, Developar,i 6006 Churchtand Boulevard, was available to answer questions. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission, GHP 84-5 for 108 condominium units on the south side of Elliott Avenue <br />between Frederick and Deep Creek Boulevards, was approved on first reading, and by unanimous <br />vote. <br /> <br />(c) CA 84-3 - A proposal to amend Chapter 40 of the City Code pertaining to permitted <br /> uses in the Commercial C-1 and Commercial C-2 zoning districts. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to concur in the recommendation 6f the <br />Planning Commission, 'CA 84-3 was approved on first reading, and by unanimous vote. <br /> <br />84-84 = Public hearing on rezoning application: <br /> <br />(a) Zoning Petition~Z 83-26 <br /> <br />- Rezoniqg application of Elsie Green Hall, et als, by <br /> Carl E. Bowers of West Norfolk Associates, for a parcel <br /> of land at the northeast corner of West Norfolk Road and <br /> Cedar Land; from Residential R-150 to Office Residential <br /> OR-78 and OR-7S-K (Conditiong), deferred from the Public <br /> Hearing of March 13, 1984. <br /> <br /> Glenn Yates, Jr., 445 Middle Street, representing West Norfolk Associates, spoke in favor <br />of the rezoning. <br /> <br /> Donald C. Kilgore, Attorney, Central Fidelity Bank Building, explained the conditions of <br />the proffer. <br /> <br /> George T. Arias, 4925 West Norfolk Road, representing West Norfolk Civic League, stated <br />that the proffer met with the Civic League's approval. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Holley, that Z 83-26 to rezone a parcel of land <br />at the northeast corner of West Norfolk Road and Cedar Lane, from Residential R-150 to Office <br />Residential Or-75 and OR-7S-K(Conditional), ~o approved~ha fo~l~w~ng,~i6~nande~n~ f~§t~gdin~ <br />and:was~adopted~by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 83-26" <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 24-105 - The following ordinance approved on first reading at the regUlar meeting of <br />March 27, 1984, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />TRANSPORTATION OF FILL FOR THE CONSTRUCTION OF RIVERFRONT PARK." <br /> <br /> On motion of Mr. Gray and seconded Mrs. Webb, the ordinance was adopted, and by the <br />following vote: <br /> <br /> <br />
