<br /> Motion of Mr. Gray and seconded by Mr. Whitlow the following resolution was adopted,
<br />and by the following vote:

<br /> "A RESOLUTION AUTHORIZING THE CITY ~NAGER TO FILE AN APPLICATION WITH
<br /> THE ECONOMIC DEVELOPMENT ADMINISTRATION, U.S. DEPARTMENT OF COMMERCE,
<br /> UNITED STATES OF AMERICA, FOR A GRANT UNDER THE TEP3~S OF PUBLIC LAW
<br /> 89-136, AS AMENDED.

<br /> ~HEREAS, under the terms of Public Law 89-136, as amended, the United States of
<br />America has authorized the making of grants to public bodies and private non-profit organiza-
<br />tions or associations to aid in financing the construction of specific projects; and
<br />
<br /> WHEREAS, the City of Portsmouth is eligible to submit a grant application to the
<br />Economic Development Administration pursuant t!o the regulations governing the administration
<br />and use of such funds; and
<br />
<br /> WHEREAS~ it is necessary that this Council take official action regarding this applicati
<br />for a phh~iK works project, to comply with the regulations of the Economic Development
<br />Administration; and
<br />
<br /> WHEKEAS, this public works project will extend sewer, water and utility lines tO service
<br />an industrial development area in Pinners Point; and
<br />
<br /> WHEREAS, City Council will appropriate when necessary for grant receipt local funds
<br />up to but not exceeding $414,808 as ,~local match and that City Council will be prepared to
<br />direct the City Manager and the Director of ~Finance to provide interim financing, should
<br />federal funds not be available on a timely basis in order to meet current obligations.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia
<br />that the application for the Pinners Point Public Works Project, having been reviewed and
<br />considered, the City Manager is hereby authorized to execute and file an application on
<br />behalf of the City of Portsmouth, Virginia, with the Economic Development Administration,
<br />U. S. Department of Commerce, for a grant to aid in financing the construction of sewer,
<br />water and utility lines in Pinners Point.

<br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
<br />furnish such information as the Economic Development Administration, U. S. Department of
<br />Commerce, may reasonably request in connection with the application which is herein
<br />authorized to be filed, and further is authorized to accept any offer of gran% which may be
<br />tendered by the Economic Development Administra~tion, U. S, Department of Commerce."

<br />the C~ean Community Program of the Portsmouth Beautification and Clen Community Commission;
<br />authorizing the submission of an application for funding.

<br /> "The Clean Community Coordinator has been notified that we are eligible to apply for
<br />an allocation of $8,163 from the Virginia Division of Litter Control to continue the Clean
<br />Community Program for 1984-85. These funds will continue to support the Clean Comm~unity
<br />Office and provide assistance to community litter control projects. The grant represents
<br />100% state funding and no local match is required.
<br />
<br /> As part of the application process, the Division of Litter Control requires that the
<br />program be officially endorsed by the local governing body prior to i.ts Submission on
<br />May 31, 1984~ I have enclosed a resolution of support from City Council, and I recommend
<br />approval o'f the project and authorization to submitt the application to the Divison of Litter
<br />Control."
