Greiner, Director of Parks 8 Recreati~ <br /> The following citizens spoke: <br /> Joseph Knight, 4820 Portsmouth Boulevard, representing Simonsdale Civic League, spoke <br />regarding the extension of Clifford Street and to consider improvements on Elmhurst Lane. <br /> Richard E. Knapp, 4515 Griffin Street, inquired to the feasibility of opening Clifford <br />Street and the widening of the bridge across Baines Creek. <br /> Russell La Plante, 4028 Swannanoa Drive, representing Portsmouth Anglers Club, ~nquired <br />where the parking for the boat ramp would be located. <br /> Michael Chenoweth, 527 Riverside Drive, inquired if a new bridge would be built across <br />Baines Creek. representing Park Manor Civic Club, <br /> Gene Baldwin, 404 Tareyton Lane, complimented the City Manager on the proposed plan and <br />asked that the traffic problem be considered with the plan. <br /> <br />No action WaS taken. <br /> <br />UNFINISHED BUSINESS - <br /> <br />Consent Agenda <br /> <br />Councilwoman Webb requested that Item 84-154 be removed from the consent agenda. <br /> <br /> On motion of Mr. Barnes and seconded by Hr. Gray, the following items approved on first <br />reading at the regular meeting of May 8, 1984, were adopted and by the following vote: <br /> <br />84-150 - Rezoning, and group housing applications, and amendment to the City Code: <br /> <br />(b) <br /> <br />(c) <br /> <br />"ZONING AMENDMENT ORDINANCE Z 84-6" <br /> '~ RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING PROJECT PURSUAN~ <br /> TO SECTION 40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRIGINIA <br /> 1973, AS AMENDED, SAID PROJECT BEING KNOWN AS "BALLARD PINES" AND <br /> DESIGNATED AS GHP-84-6. <br /> <br /> WHEREAS, John W. Ballard, III, and Ann B. Katz~ by Dan E. Griffin, Archite~ <br />has made application pursuant to Section 40-S5 of the Code of the City of Ports- <br />mouth, Virginia, 1973, as amended, for the granting and approval of a group <br />housing project for the construction of seventy-three (73) condominium units to <br />be developed on 23.S2 acres of land located on the west side of Twin Pines Road <br />between its intersections with Southhampton Arch and Hedgerow Lane, such <br />condominium development to be known as "Ballard Pines"; and <br /> <br /> WHEREAS, the application has been determined by the Planning Commission to <br />have met the requirements of Section 40-55 of the Code of the City of Portsmouth <br />Virginia, 1973, as amended; and <br /> <br /> WHEREAS, the Planning Commission has reviewed such application and site <br />plan submitted therewith, and has recommended approval of said application; <br />and <br /> <br /> WHEREAS, the developer has been informed that the approval of the group <br />housing project pursuant to said Section 40-55 grants only an exemption from <br />certain requirements for residences as stated in said section, and does not <br />constitute a waiver of any other requirement embodied in the subdivision <br />ordinance, zoning ordinance~ the Code of the City of Portsmouth, or any other <br />applicable local, state or federal laws or regulations; and <br /> <br /> WHEREAS, the developer is aware that building permits or any other <br />requizedpermit will be issued only upon compliance with the ordinances, <br />or regulations applicable thereto; and <br /> <br /> ~HEREAS, the developer has proffered certain terms and conditions for <br />the condominium proposal, and the City Council has considered such terms and <br />conditions together with the recommendation of the City Planning Coxmission. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the certain Group Housing Project known as "Ballard Pines", and <br /> <br /> <br />
