Thomas Potter, Associate Pastor of Sweethaven Baptist Church opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Beamer presided in the absence of the Mayor and welcomed all visitors in <br />attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, minutes of the called meeting of May <br />1984; minutes of the regular meeting of May 22, 1984, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />22, <br /> <br /> Vice Mayor Beamer recognized Mrs. Marlens Randall, Coordinator for <br />program, and the students who volunteered their time serving as Junior <br />the Seawall Festival. <br /> <br />the "Peoples Movers" <br />'k%~bassadors during <br /> <br />84-186 Public Hearing on cigarette tax increase was held. <br /> <br />No one spoke. <br /> <br />No action taken. <br /> <br />84=18- Public Hearing on <br /> amendment Eo the <br /> <br /> (a) Z <br /> <br />rezoning, use permit, and group housing applications, and <br /> <br />City Code: <br /> <br />Rezoning application of the City Planning Commission, by Thomas F. <br />O'Kane, Jr., Director of Planning, Engineering and Inspections, to <br />rezone property generally bounded by George Washington Highway on <br />the wes~ and Bellport Avenue on the north, east and south; from <br />Industrial M-2 to Commercial C-2. <br /> <br /> Gordon B. Tayloe, Jr., Attorney, Central Fidelity Bank Building, representing Thomas <br />Benvenu~o, applicant for Z 84-S (under Unfinished Business),..spa~e concerning Z 84-7 being <br />a~jacent to Z 84-5, and hopefully, Z 84-7 and Z 84-5 to be approved~for rezoning. <br /> <br /> Mo~ion of Mr. Barnes and seconded by Mrs. ~ebb, to concur in the recommendation of the <br />Planning Commission to rezone property bounded by George Washington Highway on the west and <br />Bellport Avenue on the north, eas~ and south, from Industrial M-2 to Commercial C-2, and the <br />following ordinance was approve~ on first reading by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 84-7" <br /> <br />(b.) UP <br /> <br />84-5 - Use permit application of RussRand Associates, by C. Edward Russell, Jr., <br /> ~eneral partner, for installation of parts purchased in Twin B Auto <br /> Sales store at the northeast corner of Portsmouth Boulevard and Shea <br /> Street. <br /> <br /> Joseph Knight,~4820 Portsmouth Boulevard, commented on the location of the building; <br />also asked that the lights on the corner of Tinee Giant store be looked into as they were <br />blinding to, anyone coming down Shea Street. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. ~ebb, to concur in the recommendation of the <br />Planning Commission, UP 84-5 for installation of parts purchased in Twin B. Auto Sales store <br />at the northeast corner of Portsmouth Boulevard and Shea Street, was approved on first reading <br />and by unanimous vote. <br /> <br />(c) UP 84-6 <br /> <br />Use permit application of Edward B. and Jean D. Smith, by George~Richard- <br />son, corporate agent, for a group home for mentally handicapped children <br />at 3615 County Street. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs Webb, to concur in the recommendation of the <br />Planning Commission, UP 84-6 for a group home for mentally handicapped children at 3615 County <br />Street, was approved on first reading, and by unanimous vote. <br /> <br />(d) CA 84-5 <br /> <br />- A proposal to amend Section 40-69(b) of the~City Code <br /> solid waste disposal transfer facilities. <br /> <br />to provide for <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, <br />Planning <br /> <br /> to concur in the recommendation of the <br />Commission, CA 84-5 was approved on first reading, and by unanimous vote. <br /> <br />(e) UP 84-8 <br /> <br />- Petition of the City of Portsmouth, contract owner, by the Southeastern <br /> Public Service Authority, by John S. Hadfield, P.E., Director of <br /> Engineering, to operate a Solid waste transfer station on property on <br /> the east side of Frederick Boulevard, south of Interstate 264. <br /> <br /> <br />
