<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY TO PORTSMOUTH
<br />REDEVELOPMENT AND HOUSING AUTHORITY (434 MADISON STREET).
<br />
<br /> WHEREAS, the City of Portsmouth owns certain real property located at 434 Madison Street,
<br />which property is no longer required for public purposes and is, hereby declared to be excess
<br />property; and
<br />
<br /> WHEREAS, Portsmouth Redevelopmen~ and Housing Authority has made an offer to purchase sai
<br />pr.operty for the current assessed value thereof in the amount of six hundred dollars ($600.00)
<br />for the purpose of combining said parcel with other properties for redevelopment in connection
<br />with the Southside III Redevelopment Project; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has determined that such redevelopment
<br />is in the best interest of the City; and
<br />
<br /> WHEREAS ~2.09 (c) of the Charter of the City of Portsmouth provides that real property ma
<br />be conveyed to the Commonwealth of Virginia or a political subdivision thereof withomt adver-
<br />tisement and receipt of bids; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority is a political subdivision of the
<br />Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the hereinafter-described property
<br />to Portsmouth Redevelopment and Housing Authority for the sum of six hundred dollars ($600.001
<br />to-wit:

<br /> All that certain lot, piece or parcel of land, with the improvements
<br />thereon, situate, lying and being in the City of Portsmouth, Virginia,
<br />beginning at a point on the north side of Madison Street distant 238.5'
<br />west from the northwest intersection of Madison Street and Fourth Street;
<br />thence running west along the said north side of Madison Street 40.5''
<br />thence north and parallel with Fourth Street 100'; thence east and parallel
<br />with Madison Street 40.5'; thence south and parallel with Fourth Street
<br />100' to the Point of Beginning.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to sign suc
<br />deeds and other documents as may be necessary to complete this transaction."

<br /> 84-226 Letter from the City Manager recommending adoption of a resolution accepting
<br />the proposal of Christopher A Knopp to purchase city owned prcperty (formerly Winchester
<br />Drive Fire Station), authorizing the City Manager so convey said property.

<br /> "As instructed by Council,
<br />Station was advertised for sale.
<br />to individuals who had inquired

<br />the property formerly occupied by the Winchester Drive Fire
<br /> In addition to the newspaper advertisement, notice was sent
<br />about the property and to the Board of Realtors.
<br />
<br /> As a result, an offer has been received from Mr. Christopher A. Knopp to purchase the
<br />property for the amount of $60,000 for the purpose of constructing and operating an automotive
<br />electrical parts and service business. Mr. Knopp has an existing business operating as Chris'
<br />Auto Electric at 1403 Airline Boulevard.
<br />
<br /> The City Attorney has coordinated the review of this offer by the departments of Economic
<br />Development and Engineering. Additionally, both the City Assessor and the Commissioner of the
<br />Revenue has indicated that the proposed use would definitely be beneficial to the ~i~y from
<br />the standpoint of potential real estate tax as well as business license and machinery and
<br />tools taxes. The present assessed value of the property is $37,590.
<br />
<br /> I, therefore, recommend approval of the resolution accepting the offer to Mr. Christopher
<br />A. Knopp to purchase this property subject to the stated conditions."

<br /> George Joyner, Attorney, 324 London Boulevard, representing Mr. Christopher Knopp,
<br />requested an~extension mf~-3O days on-the proposal.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, that the matter be deferred for 30
<br />days, as requested, and was adopted by unanimous vote.

<br />to Samuel C. Blow, 2600 Nashville Avenue, Portsmouth, Virginia 23704.
<br />
<br /> Mr. Blow purchased decal and paid Personal Property taxes in error %he automobile was
<br />transferred to his son in Maryland in 1982, therefore, a refund of $121[68,~witho~Jnte~es~ i
<br />requested.

<br />I recommend that Council adopt this motion, and a refund be granted."
