WHEREAS, the Council of the City of Portsmouth has been asked to express its concurrenze <br />with the Resolution so that a portion of the pro~ect financed with proceeds of the bonds <br />may be leased or sold to hospitals located in Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council hereby expresses its concurrence with the Resolution adopted by the Authority <br />for the benefit of Virginia Hospital Association to the extent required by ~1S~1-1378 to <br />allow the Authority to finance with the proceeds of the bonds a portion of the project des- <br />cribed in the resolution that is to be located in the City of Portsmouth, Virginia, <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to <br />forward a copy of this resolution to the industrial Development Authority of the County of <br />Henrico, Virginia, and to Portsmouth General Hospital." <br /> <br />This resolution shall take effect immediately upon its adontion." <br /> <br />Ayes: Barnes, Beamer,,Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-222 Letter from the City Manager recommending adoption of a resolution <br />application for payment on one-time supplemental grant, 1983-84 Basic School Aid <br />release. <br /> <br />authorizing <br />authorizing <br /> <br /> "As you were informed previously; the State has acknowledged that errors were made in the <br />distribution of ~aslc aid to schools, due to incorrect data being used in the computations <br />of the composite indexes. Localities which were underpaid due to these errors are now being <br />offered supplemental payments in order to compensate for the previous under payments. For the <br />City of Portsmouth, the supplemental payment is approximately $425,000, and you will recall <br />that this amount has been included in the 1984-88 operating budget. <br /> <br /> in order to be paid, both the City and the School Board must execute a release form by <br />July 1, 1984, which would relieve the State of any additional payments due to furthe~ mistakes <br />which ~ight be discovered in tne composite index for any prior years back to 1972. There is <br />no way of knowing whether other mistakes might be detected and in what amounts. However, if <br />the City is to receive the $42S,000, the release must be approved by the City Council prior to <br />July 1. While this action would release the State from recovery for any possible mistakes in <br />the composite index in prior years, ~t would not preclude any action for future funding based <br />on the current standards of quality formula. <br /> <br /> The City Attorney's staff has reviewed the release form and advises that it dictates a <br />situation of.accepting a known payment now, or taking a chance on possibly recovering an un- <br />known amount ~n th~ future, it is my recommendation that the City Council approve t~e release <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />'A RESOLUTION AUTHORIZING APPLICATION FOR PAYMENT OF ONE TIME SUPPLEMENTAL <br />GRANT, 1983-84 BASIC SCHOOL AiD; AUTHORIZING RELEASE. <br /> <br /> WHEREAS, pursuant to Chapter 97 of the Acts of Assembly, the City of Portsmouth is <br />entitled to receive a one time Supplemental Grant, 1983-84 ~asic school aid, in the amount <br />of approximately Four Hundred Twenty-Five Thousand and 00/100 ($425,0C0) Dollars; and <br /> <br /> WHEREAS, Chapter 97 of the i984 Acts of Assembly further provides that the locality <br />must make application for said Supplemental Grant by releasing the Commonwealth of ViTginia <br />from any claim for additional basic school aid arising cut of the individual income levels <br />utilized in determining its composite index of local ability to pay for the 1983-8± school <br />year, or any prior year. <br /> <br /> NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth that the City <br />Manager be, and he hereby is, authorized to make application.for a one time Suppiemen%al <br />Grant, 1983-84 basic school aid in the amount of approxzmately Four Hundred Twenty-Five <br />Thousand and 00/100 ~$425,00©) Dollars. <br /> <br /> BE IT FORTHER RESOLVED that the City Manager be, and he hereby is, authorized to release <br />the Commonwealth of Virginia from any claim for additional state basic school aid arising <br />out of the individual income levels utilized %n determining the composite index of lotml <br />ability to pay for the 1983-84 school year or any prior year." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webh, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-223 - Letter from the City Manager recommending adoption of a resolution appointing <br />¥~ewers to close a certain unnamed alley between Deep Creek Boulevard and Columbus Avenue. <br /> <br /> "The City of Portsmouth has made application to close a certain unnamed alley 20~ in <br />width between Deep Creek Boulevard and Columbus Avenue. <br /> <br /> The attached resolution appoints viewers in accordance with the applicable State law to <br />view the port~on of such alley, and to report to the Planning Commission if any inconvenience <br />would result in closing that portion of the alley at Deep Creek Boulevard and Columbus Avenue. <br /> <br />I, therefore, concur and recomment the"adoption of the attached resolution." <br /> <br /> <br />
