Aueust 14. 1984 <br /> <br />., ..... 84-28~ - Letter from the City Manager recommending adoption of a motion to receive the <br /> City Treasurer's report on delinquent taxes:as information. <br /> <br /> "Attached please find the annual report from the City Treasurer, Margaret E. Jones, on <br /> the subject,of delinquent real estate taxes for the tax year ending June 30, 1984. Also, <br /> attached is an analysis of the reported tax delinquencies prepared by the Director Of Finance <br /> <br /> I might point out that the percentage of Fiscal Year 1984. real estate taxes reported <br /> over the past ~en years. <br /> <br /> The City's Delinquent Tax Collector has initiated collection procedures on the reported <br /> delinquencies. ~istorically, such procedures have resulted in the collection of about 99.8% <br /> of the toal tax levy with the remaining .2% to be satisfied through court action and, if <br /> necessary, sale of property to recover taxes. When collected, a penalty of 10%, andI interest <br /> of 1% per month delinquent, are imposed on ~he tax bill. <br /> <br /> A copy of the entire list is available in the City Clerk's Office for inspection and ac <br /> copy will be placed at the main branch of the Public Library for review by interested citizens <br /> <br /> As required by City Code this report is being submitted to you for your review and infor- <br /> mation.'' <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that the ~POrt?6f,t[e!:~Delinquent Real <br />Estate Taxes for the Fiscal Year 1983-84, to be received as information, and was adopted by <br />unanimous vote. <br /> <br /> 84-290 - Letter. from the City Manager recommending adoption of motion to authorize the <br />City Manager to execute a contract with the Portsmouth Redevelopment and Housing Authority <br />for the 1984 Community Development Block Grant Program. <br /> <br /> "Enclosed for your review is the contract between the City and the Portsmouth Redevelop- <br />ment and Hous.ing Authority for the 1984 Community Development Block Grant Program. I believe <br />this is a reasonable document which clearly defines the responsibilities and activities of th~ <br />City and the Authority in this program. <br /> <br /> I request your permission to execute this contract which was approved by the Board of <br />~9m~issi~.pzs of the Housing Authority at their meeting of August 7, 1984. <br /> <br /> I therefore recommend your approval of this contract and request your authorization to <br />sign." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to execute <br />contract, as requested, and was adopted by unanimous vote. <br /> <br /> 84-291 Letter <br />S12,000 to establis? <br />new Downtown Tunnels. <br /> <br />from the City Manager recommending adoption of a motion to transfer <br />rezreational and emergency communizations in the Downtown, Midtown, and <br /> <br /> "As you are well aware quite,.§ome time ago, the command of the United States Aircraft <br />Carrier Coral Sea undertook a praise worthy fund raising effort to establish recreational radi <br />communications in our tunnels. In the Spring of this year, I met with representatives of the <br />Coral Sea, City of Norfolk, Elizabeth River Tunnel Commission and the Virginia Department of <br />the Highways and Transportation (VDH&T) in an effort to expand the scope of the project to <br />include emergency fire communizations as requested by Council. <br /> <br /> I am pleased to report that after several meetzngs a proposal has been prepared which if <br />approved by appropriate governing authorities would allow A~I/FM reception with emergency <br />override and fire system communications for the Midtown, Downtown and new Downtown Tunnels. <br />The funJing for the project is as follows: <br /> <br />$25,000 <br /> 41,000 <br /> 12,000 <br /> 12,000 <br /> <br />U.S.S. Coral Sea <br />VDHg? <br />City of Norfolk <br />City of Portsmouth <br /> <br /> Please note that the contribution for both Norfolk and Portsmouth are subject to the <br />approval of the respective governing bodies while funding from the Coral Sea and VDHg7 has <br />already been identified and is available. <br /> <br /> I feel that the proposal is responsive to the recreational and emergency needs of area <br />citizens and ~s cos~ effective. The cost per tunnel to our citizens is $4,000. This relative <br />ly minor cost Was made possible by the donation of approximately $100,000 of labor cost by the <br />Coral Sea Command. <br /> <br /> I, therefore, request your approval of a motion to transfer $12,000 from the General Fund <br />which will provide Portsmouth's share of te project costs." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, that authorization be granted to transfer <br />$12,000 from the General Fund, as requested, for Portsmouth's share of the cost of the com- <br />munication_system in the tunnels, and was adopted by unanimous vote. <br /> <br /> <br />
