These amendments will bring Certain <br />se¢~tions of the City Code in line with the State Criminal Code and the changes approved by <br />recent General Assembly action. <br /> <br /> I concur with the recommendation of the City Attorney that these Code changes be approved <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and ~y~the following vote: - <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS <br /> AMENDED, BY AMENDING SECTIONS 21-13, 21-65, 21-69, 21-109, 21-129, 21-131, 21-132, <br /> 21-141, 21-144, 21-145, 21-147, 21-148, 21-149, AND 21-161, PERTAINING TO MISSEL- <br /> LANEOUS CRIMINAL OFFENSES." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, l~hitlow, Holley <br />Nays:' N~ne <br /> <br /> 84-332 - Letter from the City Manager recommending adoption of an ordinance to close a <br />portion of a certain unnamed alley located between Deep Creek Boulevard and Columbus Avenue. <br /> <br /> "Mr. James Martin, Assistant City Attorney, has requested closure of an unnamed alley <br />located between the north side of Deep Creek Boulevard and the south side of Columbus Avenue. <br />The purpose of this reques~ is ~o reduce City maintenance. <br /> <br /> As required by law, the applicant has given appropriate notice of application and viewers <br />were appointed by Council. The viewers, Planning staff and Planning Commission recommend <br />closure but request that a utility easement be retained to protect a ditch which drains Colum- <br />bus Avenue and Dale Homes. <br /> <br /> I, therefore, concur and recommend the adoption of the attached ordinance." <br /> <br /> On motion of Mrs. Lucas and ~econded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION OF A CERTAIN UNNAMED ALLEY LOCATED BETWEEN DEEP <br /> CREEK BOULEVARD AND COLUMBUS AVENUE." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 84-333 - Letter from the City Manager recommendihg adoption~of a resolution to approve <br />issuance of Industrial Development Revenue Bonds for Arnold S. Hecht and Neva R. Hecht in an <br />amount estimated at $6S0,000~for the purchase of and improvements to property located at the <br />corner of Duke & Chestnut Streets. <br /> <br /> "On August 31, 1984, the Industrial DeYelopment Authority approved the issuance of <br />Industrial Development Revenue Bonds for Arnold S. Hecht and Neva R. Hecht in an amount <br />estimated at $650,000 for the purchase of and improvements to property located at the corner <br />of Duke and Chestnut Streets. In accordance with the applicable federal and state law, the <br />1DA has requested City Council to approve the issuance of such bonds. <br /> <br /> The intent of these bonds is to finance the acquisition, renovation and equipping of an <br />existing facility for the manufacture,and distribution of specialty ribbon items. As noted <br />in the enclosed Development Summary, this project meets the job and tax threshold criteria <br />as established in thc Council's Bond Approval Policy. In addition, this project represents <br />a priority project in that it is an industrial expansion. <br /> <br /> The attached resolution has been prepared by the City Attorney and I recommend its <br />approval." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the followiyg vote: <br /> <br /> <br />
