Consent Agenda Cont'd. 84-302 - "AN ORDINANCE TO APPROPRIATE $165,226 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS TO THE CIVIC CENTER PLAZA." 84-303 - "AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIR TO THE SEAWALL PILES." Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley Nays: None Other Items Under Unfinished Business 84-305 - The following ordinance approved on first reading at the regular meeting August 28, 1984, was taken up and read: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING ARTICLE IV, DIVISION 2, OF CHAPTER 35 THEREOF, PERTAINING TO SPECIAL ASSESSMENTS FOR OPEN SPACE REAL ESTATE." On motion Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted on final reading, and by the following vote: Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley Nays: NBne REPORTS FROM THE CITY MANAGER 84-210 Letter from the City Manager recommending adoption of an ordinance to appropri- ate $104,300 from the Community Development Fund for the Rental Rehabilitation Grant Program. 'The U. S. Department of Housing and Urban Development has recentIy notified us of our allocation of $104,300 of Rental Rehabilitation Grant Funds. The grant will be administered the Portsmouth Redevelopment and Housing Authority in the form of low interest rehabilitatioI loans to owners of rental usits affordable to low income ~ersons. The neighborhoods targeted for the inaugural year df the program are Brighton, Cradock, Park View and Prentis Park. A maximum of $5,000 in grant funds will be available per unit wit the owners having to privately finance at least 50 per cefit ¢f'tthe total cost of the rehabili- tation. Approximately 20 units will be improved during.the first year. I recommend your approval of the Rental Rehabilitation Grant Program, and adoption of the attached ordinance to appropriate the funds." On motion of Mrs. Lucas and seconded by Mr. Beamer, the following ordinance was approved on first reading, and was adopted by ~K~Wh~tlow) vote: "AN ORDINANCE TO APPRCPRIATE $104,300 FROM THE COMMUNITY DEVELOPMENT FUND FOR THE RENTAL REHABILITATION GRANT PROGRAM." 84-32~ Letter from the City Manager recommending adoption of an ordinance to appropri- ate $30,000 from the proposed FY84-85 CIP for redesign of ~hurchland Park and improvements at Churchland High School athletic fields. "In the proposed 1984-85 Capital Improvement Program is $200,000 for design and construc- tion of the new athletic fields as replacement of these fields displaced with relocation of the Churchland Academy Elementary School. The funds are designated for the redSsign of Churchland Pa~k and improvements at Churchland High School. Final design work on all the fields will be conducted with construction to proceed as soon as the season is correct seeding. Any disruption or inconvenience to the leagues using the facilities will be mini- mized by timing as much construction as possible in the off season. I recommend apFropriation of $30,000 from the proposed FY84-85 CIP for design of the new athletic fields." On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $30,00( FROM THE CAPITAl IMPROVEMENT FUND FOR REDESIGN OF CHURCHLAND PARK AND IMPROVEMENTS AT CHURCHLAND HIGH SCHOOL ATHLETIC F~ELDS." ,Webb Mrs./stated that the City Manager is prepared to find an alternative site if a problem occurs with the location of the Churchland High School fields. 84-330 Letter from the City Manager recommending adoption of an ordinance to amend the Code of the City of Portsmouth, Virginia, 1973, by adding to Chapter 2, Article XXI, establist ing the Enterprise Zone Advisory Committee. "As you will recall, Council last year designated a Task Force of business and community leaders to develop the City's Enterprise Zone application to the State. I recommend that we continue this private sector role by establishing a similar group to provide general oversigh~ of the zone and to make recommendations to City Council for any needed modifications in the local incentives. This group would be named the Enterprise Zone Advisory Committee. Y h
