Consent Agenda Cont'd. <br />84-302 - "AN ORDINANCE TO APPROPRIATE $165,226 FROM THE CAPITAL IMPROVEMENT FUND <br /> FOR REPAIRS TO THE CIVIC CENTER PLAZA." <br /> <br />84-303 - "AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL IMPROVEMENT FUND <br /> FOR REPAIR TO THE SEAWALL PILES." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />Other Items Under Unfinished Business <br /> <br /> 84-305 - The following ordinance approved on first reading at the regular meeting <br />August 28, 1984, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING ARTICLE IV, DIVISION 2, OF CHAPTER 35 THEREOF, PERTAINING TO SPECIAL <br />ASSESSMENTS FOR OPEN SPACE REAL ESTATE." <br /> <br /> On motion Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted on final reading, <br />and by the following vote: <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: NBne <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 84-210 Letter from the City Manager recommending adoption of an ordinance to appropri- <br />ate $104,300 from the Community Development Fund for the Rental Rehabilitation Grant Program. <br /> <br /> 'The U. S. Department of Housing and Urban Development has recentIy notified us of our <br />allocation of $104,300 of Rental Rehabilitation Grant Funds. The grant will be administered <br />the Portsmouth Redevelopment and Housing Authority in the form of low interest rehabilitatioI <br />loans to owners of rental usits affordable to low income ~ersons. <br /> <br /> The neighborhoods targeted for the inaugural year df the program are Brighton, Cradock, <br />Park View and Prentis Park. A maximum of $5,000 in grant funds will be available per unit wit <br />the owners having to privately finance at least 50 per cefit ¢f'tthe total cost of the rehabili- <br />tation. Approximately 20 units will be improved during.the first year. <br /> <br /> I recommend your approval of the Rental Rehabilitation Grant Program, and adoption of <br />the attached ordinance to appropriate the funds." <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and was adopted by ~K~Wh~tlow) vote: <br /> <br />"AN ORDINANCE TO APPRCPRIATE $104,300 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br />THE RENTAL REHABILITATION GRANT PROGRAM." <br /> <br /> 84-32~ Letter from the City Manager recommending adoption of an ordinance to appropri- <br />ate $30,000 from the proposed FY84-85 CIP for redesign of ~hurchland Park and improvements <br />at Churchland High School athletic fields. <br /> <br /> "In the proposed 1984-85 Capital Improvement Program is $200,000 for design and construc- <br />tion of the new athletic fields as replacement of these fields displaced with relocation of <br />the Churchland Academy Elementary School. The funds are designated for the redSsign of <br />Churchland Pa~k and improvements at Churchland High School. Final design work on all the <br />fields will be conducted with construction to proceed as soon as the season is correct <br />seeding. Any disruption or inconvenience to the leagues using the facilities will be mini- <br />mized by timing as much construction as possible in the off season. <br /> <br /> I recommend apFropriation of $30,000 from the proposed FY84-85 CIP for design of the new <br />athletic fields." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $30,00( FROM THE CAPITAl IMPROVEMENT FUND FOR <br /> REDESIGN OF CHURCHLAND PARK AND IMPROVEMENTS AT CHURCHLAND HIGH SCHOOL ATHLETIC <br /> F~ELDS." <br /> ,Webb <br /> Mrs./stated that the City Manager is prepared to find an alternative site if a problem <br />occurs with the location of the Churchland High School fields. <br /> <br /> 84-330 Letter from the City Manager recommending adoption of an ordinance to amend the <br />Code of the City of Portsmouth, Virginia, 1973, by adding to Chapter 2, Article XXI, establist <br />ing the Enterprise Zone Advisory Committee. <br /> <br /> "As you will recall, Council last year designated a Task Force of business and community <br />leaders to develop the City's Enterprise Zone application to the State. I recommend that we <br />continue this private sector role by establishing a similar group to provide general oversigh~ <br />of the zone and to make recommendations to City Council for any needed modifications in the <br />local incentives.
