Holley, III, Ben A~ Beamer, Sr., E. G. CorDrew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City <br />Manager, Steven Lieberman, City Attorney. <br /> <br />Rev. Clifton C. Blythe, Jr., Pastor of St. Andrews Methodist Church, opened the meeting <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />~ayor.Hol~ey welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the called meeting of September <br />11, 1984; minutes of the regular meeting of September 11, 1984, and minutes of the special <br />meeting of September 13, 1984, to be approved as received, and was adopted by unanimous vote. <br /> <br /> 84-351 - On motion of Mr. Whitlow and seconded by Mr. Beamer, the following resolution <br />was adopted, and by the'following vote: <br /> <br />"A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE COUNCIL OF THE CITY OF <br />PORTSMOUTH TO THE CHARLES PEETE SENIOR LEAGUE ALL-STAR TE~¥I, OLIVE BRANCH <br />JUNIOR LEAGUE ALL-STAR TEAM, CHARLES PEETE LITTLE LEAGUE ALL-STAR TEAM, OLIVE <br />BRANCH MAJOR LEAGUE SOFTBALL ALL-STAR TEAM, OLIVE BRANCH SENIOR LEAGUE SOFT- <br />BALL ALL-STAR TEAM, AND THEIR COACHING STAFFS FOR THEIR HIGHLY SUCCESSFUL 1984 <br />BASEBALL~SEASONS. <br /> <br /> WHEREAS, the Charles Peete Senior League All-Star Team won the 1984 District VI Senior <br />League Championship and represented the City of Portsmouth in the State Tournament; and <br /> <br /> WHEREAS, the Olive Branch Junior League All-Star Team won the 1984 District VI Junior <br />League Championship and represented the City of Portsmouth in the State Tournament; and <br /> <br /> WHERE~S,.~¢~he~Charles Peete Little League All-Star Team Won the 1984 District VI Little <br />League Championship and re.presented the City of Portsmouth in the State Tournament; and <br /> <br /> WHEREAS, the Olive Branch Major League Softball All-Star Team won the 1984 District~VI <br />Major League Championship and represented the City oE Portsmouth in the State Tournament; and <br /> <br /> WHEREAS, the Olive Branch Senior League Softball All-Star Team won the 1984 District VI <br />Senior League Championship and represented the City of Portsmouth in the State Tournament; and <br /> <br /> ~FHEREAS, each of these leagues, by their successful athletic achievements, have represent <br />ed the City of Portsmouth in a commendable manner; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth recognizes the numerous hours of volunteer <br />effort put forth by many of our citizens towards these and the other Youth Athletic Leagues <br />throughout the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that th~ <br />Council hereby extends its congratulations to each of the All-Star Teams, their coaching staff~ <br />and their numerous volunteer participants who assisted in the operation of the Leagues for <br />their outstanding seasons." <br /> <br /> Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br /> Nays: None <br /> <br /> Mayor Holley presented resolutions to Joseph A. B~own, Sr., President of Charles Peete <br />Little League All-Star Team, William Harris, President of Charles Peete Senior League All-Star <br />and Floyd O'Connor, Jr., President of Olive Branch League. Also, present were the Coaches and <br />Members of eaeh,.team. <br /> <br /> 84-352-~ J, Douglas Powell, Chairman of the Group Housing/Condominium Study Committee, <br />presented a report on the development of group housing/condominium projects in the £ity of <br />Portsmouth, with the following recommendations: <br /> <br />3. <br />4. <br /> <br />5. <br /> <br /> Create a residential R-125 zoning district, permitting a minimum lot size o£ <br /> 12,500 square feet maximum density of 3.S units per acre. <br /> Consider establishing open space provisions and development credits for clu~tering <br /> homes to provide more open space. <br /> Review townhouse fee-simple develgpments under group housing project review criteria. <br /> Review conversion of single family units into apartments under group~housing <br /> project review criteria. <br /> Adopt site selection criteria by which to review appropriate location~ for group <br /> housing project proposals. <br />The Committee recommends the following site selection criteria: <br /> a. Waterfront location. <br /> b~Positive impacts on surrounding area as well as entire city in terms of <br /> ~taxes generated by construction and occupancy of development; housing <br /> values, socio-economic characteristics and economy and efficiency of <br /> development related to public infrastructure. <br /> c. Location near,major traffic arterials and activity centers· <br /> d. Ability of proposed project to maintain or enhance existing residential <br /> quality of the surrounding area. <br /> <br /> <br />
