- REPORTS FROM THE CITY MANAGER

84-376 - Letter from the City Manager recommending adoption of an ordinance to appropriat
$105,000 to cover engineering and architecture fees for City Park.

"As you recall, on June 12, 1984, the City Council adopted a master plan for the renova-
tion of City Park. This action followed extensive study by the Parks and Recreation Depart-
ment, Parks and Recreation Advisory Commission, Engineering Department, and Wilson-Moreth, Inc
which developed a conceptual plan for the park. The process included a series of public hear-
ings to be sure that citizen input was solicited; City Council held a public hearing on May 22
at which public support was expressed.

Since your action last June, staff has followed the City's procurement procedures to
select an architect to prepare specific design and contract documents. The selection committe
has recommended that the firm of Langley and McDonald be awarded the contract for design work
Of the three firms interviewed, Langley and McDonald was determined to be the one which could
best meet the City's requirements. Langley and McDonald has extensive experience in designinl
recreational facilities in Virginia.

Tke first phase of the City Park project will include a new park road, parking lots,
multi-purpose building, restrooms, golf course improvements, general landscaping, utilities,
Boat ramps, and signage. Clifford Street improvements will be designed at this time, however
construction is currently scheduled for 1986-87. The estimated cost for architectural and
engineering service is estimated at $105,000, depending upon the cost of construction.

I con,ur with the staff recommendation and request that you appropriate $105,000 for de-
sign work and that you further authorize award of the contract to Langley and McDonald. If
you have any questions, please give me a call."
