WH~.EP~.EA$,.~ May of <br /> to receive funding from <br /> test program called the <br /> <br />1983, the City of Portsmouth was one of five cities selected nationwid~ <br />the United States Justice Department to conduct the first phase of a <br />Serious Habitual Offender/ Drug Involved Program (SHO/DI); and <br /> <br /> WHEREAS, the SHO/DI Program is administered by the Police Department and is designed to <br />focus on the juvenile habitual offender and the problems of drug selling, drug abuse and drug <br />related crmmes; and <br /> <br /> WHEREAS, a local adult a~visory committee for the SHO'DI Program is deemed, by this Counci <br />to be beneficial to achieve the benefits of the program which will include the reduction of <br />juvenile serious crime and drug related problems. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby estab-~. <br />lishes the SHO/DI Committee for assisting and obtaining community support and developxng <br />a viable program, to be submitted to the City Council, which will provide suggested guidelines <br />for combating drug use, drug abuse, and serious crime in the juvenile community. <br /> <br /> BE IT FURTHER RESOLVED that the Committee shall consist of seven (7) members who shall be <br />citizens of the City and shall be appcinted by the City Council. In addition, the City Managex <br />is directed to provide the necessary staff suppor~ to enable the Committee ~o accomplish its <br />function." <br /> <br /> <br />
