<br /> 84-414 Letter from the City Manager recommending adoption of an ordinance to appropriat
<br />$4,6~3,360 for construction of the new Churchland Academy Elementary School.
<br />
<br /> "The 1984-89 Capital Improvement Program includes funds for replacement of the existing
<br />Churchland Academy Elementary School in FY 84-85 and FY 85-86. The new school, which will be
<br />located on River Shore Road adjacent to Churchland Junior High School, will contain 52 class-
<br />rooms and accommodate nearly 1,500 students, the Base Bids received for the S~hool are as
<br />follows:

<br /> The bids received also provided alternates for the addition of 16 classrooms as well as
<br />several alternates for various types of floor construction. The School Board recommends con-
<br />structmon of all 52 classrooms at this time due to the projected population growth in the
<br />Churchland area.
<br />
<br /> the total cost for this project (including the 82 classrooms, utilities, contingencies,
<br />architectural foes, engineering inspection and furnishings) is S~,918,360.00, requiring an
<br />additional appropriation of $4,643,360.
<br />
<br />I recommend appropriation of the necessary funds and award to the low bidder."
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Corprew, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $4,643,360 FROM THE FY 1984-88 CAPITAL IMPROVEMENT FUND
<br />FOR CONSTRUCTION OF tHE NEW CHAURCHLAND ACADEMY ELEMENTARY SCHOOL."

<br /> 84-415 Letter from the City Manager recomending adoption of an ordinance to close a
<br />portion of Hamilton AVenue (Mt. Hermon School).
<br />
<br /> "A request of the City of Portsmouth, by Assistant City Attorney James T. Martin, to clo~
<br />a portion of Hamilton Avenue from the north of rightgof-way of Glasgow Street and the south
<br />right-of-way of Glasgow Street.
<br />
<br /> The departments reviewing street closures have no objections to the closure, but request
<br />that arutility easement be retained for existing water and sewer utilities within the right-
<br />of-way of the southern portion. For fire fighting equipment to have access to school property
<br />the gate at the north-right-of-way of Hamilton~Avenue and Glasgow Street should be retained.
<br />
<br /> The viewers' report stated that there would be no inconvenience to the public for any
<br />adjacent property owner. However, the owners of Rodman Shopping Center expressed concern that
<br />the closure of the southern portion would prevent access to the rear entrances of several
<br />of the stores.
<br />
<br /> Accordingly, the Planning Commission recommends that ONLY THE NORTHERN PORTION of
<br />Hamilton Avenue he closed.
<br />
<br />I, therefore, concur and recommend ADOPTION OF ONLY THE NORTHERN PORTION."
<br />
<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was adopted on
<br />first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE CLOSING A PORTION OF RRMILTON AVENUE."

<br />
<br /> 84-416 Letter from the City Manager recommending adoption of a resolution toihdemnify
<br />the Commcnwealth of Virginia in order to obtain permits for construction or maintenance of
<br />utility work within the right-of-way of the highway system of Virginia.
<br />
<br /> "In order to work on the right-of-way owned by the Commonwealth of Virginia, each munici-
<br />pality is required to hold S~ate harmless for a minimum amount of $10,000 for work oerformed
<br />by a locality or its agent. Presently, local ordinances concerning this matter have a minimn~
<br />o~ only S1,000. Therefore, in order to proceed with various projects:planned in the Ca¢ital
<br />Improvement Program, it is recommended that the attached resolution indemnifying the State for
<br />all work performed by the City or its agent with no minimum be adopted.
<br />
<br /> Such action is recommended sou that we would not have to come back to Council at a later
<br />dare as the economy changes."
