298 <br /> <br />November 20, 1984 <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading; contract to be awarded~tooRenfrow Construction Company, as recommended, and wa~ <br />adopted by unanimous vote: <br /> <br />-"AN ORDINANCE TO APPROPRIATE $70,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />IMPROVEMENTS TO SLEEPY HOLE GOLF COURSE." <br /> <br /> 84-437 Letter from the City Manager recommending adoption of an ordinance to appro- <br />priate $44,275 from the 84-85 Public Utilities CIP for the~Elliott Avenue Sanitary Sewer <br />Extension ~roject. <br /> <br /> "The 1984-85 Public Utilities Capital Improvement Program (CIP) earmarks $44,275 for the <br />Elliott Avenue Sanitary Sewer Extension Project. This joint public/private project will per- <br />mit the construction of Biltmore Commons, a 108- unit garden apartment complex. This 2.65 <br />acre site is owned by the Industrial Development Authority and is located on Elliott Avenue <br />in the immediate vicinity of the Truxton School 9see attached map). <br /> <br /> The ~s~ffBiltmore Commons and John L. Smith Fuel Oil Company have agreed to pay 50% <br />of the cost of extending the existing 8" sanitary sewer line from Frederick Boulevard to the <br />proposed apartment complex on Elliott Avenue. It is anticipated that this Croject will re- <br />turn approximately $42,500 annually in local real estate taxes. Additionally, the extension <br />of the existing sanitary sewer line will come within a short distance of the vacant Truxton <br />School site, thereby enhancing the development potential of this city-owned property. <br /> <br /> Attached is an appropriation ordinance which will provide the funding necessary to com- <br />plete this project, and I recommend your approval." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $44,272 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT FUND <br />FOR THE ELLIOTT AVENUE SANTIARY SEWER EXTENSION PROJECT." <br /> <br /> 84-438 Letter from the City Manager recommending adoption of <br />Ordinance No. 1984-47 pertaining to the pay and classification plan <br />for special assignment duty for police officers and firefighters. <br /> <br />an ordinance to amend <br />of the City of Portsmouth <br /> <br /> 'Section ll(a) of the Pay and Classification Plan establishes the amount paid to Fire- <br />fighters and Police Officers for special assignment. The present compensation is $7.50 per <br />hour with a minimum amount of $15.00 for assignments lasting under two hours. The Chief of <br />Police has requested that the amounts be increased to $9.00 per hour, and a minimum amount <br />of $18.00 for periods under two hours. <br /> <br /> I have informed the Chief that I concur with <br />expended for special assignments does not exceed <br />recommend to the CitT Council the adoption of the <br /> <br />this request provided that the t~rt~} amount <br />the amount in his budget. These actio~ <br />are in response to the majority selection by employees who have voluntarily requiested to be <br />in the VSRS system; however, employees wishing to stay under the Portsmouth Supplemental <br />Retirement System have been afforded that opportunity. Adoption by the City Council of these <br />two actions will hereafter require all new employees (excluding fire and police as explained <br />below) to become members of VSRS. <br /> <br /> At your October 23, 1984, meeting, the City Council established a new retirement system, <br />essentialy identical to the present Supplemental System. This new system was created so as <br />to permit an individual selection by our employees to either remain with the City's retiremen~ <br />system or to elect to be transferred to the VSRS and VSRS life insurance programs. In addi- <br />tion, a new system was needed because the system being transferred to VSRS must, by state law <br />be dissolved. During the interim period since Council established the new City retirement <br />system, all eligible employees have been provided forms to indicate their choice as to which <br />system they wish to be a member. Those expressing a desire to remain with the City's retire- <br />ment system have been transferred to the Portsmouth Supplemental Retirement System you created <br />in October. Those employees expressing a desire to be transferred to the VSRS have signed <br />forms petitioning the City Council te permit them ro become eligible to participate in the <br />VSRS and VSRS life insurance programs. These petitioners have not been transferred to the <br />new city retirement system, but remain in the Portsmouth Employees Supplemental Retirement <br />System (PESRS) which will be abolished. <br /> <br />al <br /> <br /> <br />
