C0rprew, Jr., <br />L. Louise Lucas, Gloria O. Webb, Morton V. ~hitlow, George L. <br />Steven Lieberman, City Attorney. <br /> <br />J. Robert Gray, <br />Hanbury, City Manager, <br /> <br /> Rev. Bamon E. ¥~yatt, Pastor of Sweethaven Baptist Church, opened the meeting with prayer <br />followed by the Pledge of Allegiance to Flag. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. ~e~F~ to defer the approval of the minutes of <br />the meeting of November 13, 1984 to the meeting of December 11, 1984, and was adopted by <br />unanimous vote. <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br />UNFINISHED BUSINESS - <br /> <br />84-424 - Mayor Holley made the following presentation concem~in~ the "Goals and Objective <br /> <br /> "It is with great pleasure that I present to the citizens of Portsmouth the Portsmouth <br />city Council's "Ten Goals for Progress." I would particularly like to commend Council for the <br />many hours they have taken to meet individually and collectively w~th citizens...citizen group <br />...and business leaders to discuss and develop a ten point action plan to get our City's <br />growth and development into high gear. <br /> <br /> Often we...as members of Council... get caught up in the day-to-day affairs of the City <br />and never "Have the Time" to look ahead to plan for the future~ I am proud of this Council <br />to take upon themselves this undertaking and am pleased to report to the citizens that this <br />Council is committed to working together for the betterment of the entire community. I am <br />also proud of the citizens of Portsmouth for being farsighted enough to recognize that for the <br />City to succeed it must put aside partisanship and have a plan...one well organized and one <br />which addresses the needs of the entire community for it to be a success. For these Goals to <br />work they can not be perceived as "Council's Goals," but goals expressed by the citizens <br />themselves. <br /> <br /> As indicated in this material, the mission of this government is to improve the quality <br />of life for all of Portsmouth's citizens in every way ~ socially, economically and physicall <br /> <br /> I thank the citizens for their imput...I thank the Council for their time and commitment <br />and I thank the Manager and his staff for their enthusiasm and support." <br /> commanded <br /> Councilman Beamer/tne Mayor on his leadership provided for the Council in pu~ting to- <br />gether a very comprehensive and all inclusive document. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following "Ten Goals for Progress" <br />were a~opted~an~ by~n~anfm~s~ote: <br /> <br />1. To stimulate new development in Portsmouth in all areas, residential, commercial <br /> and industrial. <br /> <br />2. To improve the quality and variety of housing through code enforcement, rehabilitatio <br /> and conservation. <br /> <br />3. To enhance, maintain and promote Portsmouth's appearance and image. <br /> <br />4. To improve road and drainage conditions within the City. <br /> <br />5. To strive for efficiency and effectiveness in City operations. <br /> <br />6. To enhance public safety for the citizens of Portsmouth. <br /> <br />7. To encourage ~he availability and use of cultural, educational and recreational <br /> opportunities. <br /> <br />8. To work closely with Federal a~d State legislators to obtain the flexibility needed <br /> to raise adequate local revenues. <br /> <br />9. To enhance the well-being of citizens through a coordinated system of health, <br /> mental health, and income maintenance services. <br /> <br />To increase and improve communications with citizens, boards, commissions and <br />employees. <br /> <br />Consent Agenda <br /> <br />Vice Mayor Webb requested that Item 84-412(c) be removed from the Consent Agenda. <br /> <br /> On motion of Mr. Gray and seconded by Mr. WhitloW, the following items approved on first <br />reading at the Public,Hearing and regular meeting of November 13, 1984, were adopted on final <br />reading by the following vote: <br /> <br /> <br />
