<br />"A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, FOR THE CONSTRUCTION OF AN ASH DISPOSAL FACILITY ON THE PORTSMOUTH/CHESA-
<br />PEAKE BORDER.
<br />
<br /> WHEREAS, this Council, by adoption of.a resolution on September 11, 1984, requested that
<br />the Council of the City of Chesapeake, Virginia, withhold action on a use permit application
<br />filed by the Virginia Electric & Power Company (VEPCO) for the construction of an ash disposal
<br />facility in Chesapeake near its border with Portsmouth in the vicinity of Cavalier Manor until
<br />such time as a full environmental impact study can he prepared; and
<br />
<br /> WHEREAS, this Council, by adoption of a resolut:ion on October 9, 1984, reaffirmed the
<br />concerns of the Council with the construction of an ash disposal facility on the Portsmouth/
<br />Chesapeake border; and
<br />
<br /> WHEREAS, an environmental impact statement for the proposed project has not been
<br />and the concerns involving the establishment of a potentially hazardous facility in the heart
<br />of a major metropolitan area have not been adequately responded to; and
<br />
<br /> WHEREAS, this Council is concerned that the establishment of this facility in Close
<br />proximity to substantial residential areas could produce serious environmental health hazards
<br />for the residents of the Cavalier Manor community as well as those in the Lake Forest Section
<br />of Deep Creek in Chesapeake; and
<br />
<br /> WHEREAS, the impact of this proposed facility on the adjacent residential
<br />felt for many years, and the citizens residing in the area have grave concerns
<br />safety and maintaining the residential environment to which they are entitled;

<br /> WHEREAS, the Planning Commission of the City of Chesapeake, Virginia, has considered the
<br />application filed by VEPCO and recommended against the issuance of the necessary use permit.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia,
<br />expresses its opposition to the construction of an ash disposal facility on the Portsmouth/
<br />Chesapeake border and requests the Council of the City of Chesapeake, Virginia, to concur in
<br />the recommendation of its Planning Commission and deny the use permit application filed by
<br />VEPCO.

<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward
<br />copies of this resolution to the Honorable Mayor and members of the Chesapeake City Council."

<br />"A RESOLUTION SCHEDULING A PUBLIC CONFERENCE TO BE HELD WITH THE PORTSMOUTH
<br />DELEGATION TO THE GENERAL ASSEMBLY OF VIRGINIA ON THE 6TH FLOOR OF THE CITY
<br />HALL BUILDING ON DECEMBER 17, 1984 AT S:$0 P. M.
<br />
<br /> ~HEREAS, the Council of the City of Portsmouth and the Portsmouth delegation to the
<br />General Assembly of Virginia will hold its annual public conference for discussion of Legis-
<br />lative Proposals for 1985; and
<br />
<br /> WHEREAS, the public is invited to attend and observe the public conference on the Legis-
<br />lative Proposals for 1985 of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />public conference be held with the Portsmouth delegation to the General Assembly of Virginia
<br />the 6th Floor of the City Hall Building on December 17, 1984 at 5:30 P. M. at which time the
<br />Council will consider its Legislative Proposals for 1985."

<br /> 84-475 - Cathy Bell, 457 Williamsburg Avenue,, representing Bell's Auto Electric &
<br />Repair, Inc., spoke concerning on being required to have a personal service busines license
<br />and repair business license for the towing of autos,
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer, that the matter be
<br />Attorney for investigation, and a report be furnished Council and Mrs.
