3t7 <br /> <br />December <br /> <br /> The Board of Commissioners of the Portsmouth Redevelopment & Housing Authority has <br />endorsed the Proposed Statement and by resolution has encouraged the City Council to take <br />necessary action req~ired to obtain Federal approval of these efforts. <br /> <br />the <br /> <br /> A copy of the Proposed Statement is included for your information. <br />Appropriation Ordinance which includes the Anticipated 1985 Entitlement <br />jected program income of $713,000. <br /> <br /> Also enclosed i~ an <br />of $2,000,000 and pro- <br /> <br /> These funds are allocated to projects which will address your goals of improving the <br />quality and variety of housing, stimulating new development in Portsmouth, improving road <br />and drainage conditions and to enhance, maintain and promote Portsmouth's appearance and <br />image. I, therefore, recommend your approval of the 1985 Community Development Program and <br />the necessary ' ' " <br /> approprxatlon. <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Corprew the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE 1985 COMMUNITY DEVELOPMENT PROGRAM~OF THE CITY <br /> OF PORTSMOUTH, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br /> OBTAIN THE CITY'S 1985 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, <br />assistance is <br />and <br /> <br />under the Housing and Community Development Act of 1974, as amended, financial <br />provided to localities for undertaking and carrying out development activities; <br /> <br /> WHEREAS, the required public hearing ~as been held and the City Council has reviewed the <br />Proposed 1985 Community Development Program's StatemEnt of Objectives, and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding this Program to <br />comply with the regulations of aforementioned Act; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the undertaking and <br />carrying out of activities under the Housing and Community Development Program; and <br /> <br /> WHeReAS, this Council, on behalf of the City of Portsmouth, <br />to apply for a grant and execute the proposed Program under the <br />tioned Act; and <br /> <br />possesses the legal authority <br />provisions of the aforemen= <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be estab- <br />lished to protect employees from using their position for a purpose that gives the appearance <br />of being motivated by a desire for private gain for themselves or others, particularly those <br />with whom they have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said 1985 Community Development Program's Proposed State- <br />ment of Objectives and Use of Funds and Uniform Displacement Policy appropriate to meet the <br />needs of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the 1985 Community Development Program's Proposed Statement of Objectives and Use of Funds and <br />Uniform Displacement Policy having been reviewed and considered, be and hereby are, approved i <br />all respects and the City Manager is hereby authorized to file the Final Statement of Objectiv <br />and Use of Funds and any additional information as may be required with the Department of <br />Housing and Urban Development in order to obtain the 1985 Block Grant; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and <br />authorized representative of the City of Portsmouth and shall provide assurances as required <br />the regulations of the Housing and Community Development Act of 1974; as amended, for the <br />approval of the 1984 Community Development Program." <br /> <br />Ayes: Beamer, C6rprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 84-464 - Letter from the City Manager recommending adoption of an ordinance to appropria <br />$2,713,000 from the Community Development Fund for the 1985 Community Development Program. <br /> <br />(See letter under Item 84-463) <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the following ordinance was approved <br />on first reading, and adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,713,000 FROM THE COMMUNITY DEVELOPMENT FUND <br />FOR THE 1985 COMMUNITY DEVELOPMENT PROGRAM." <br /> <br /> 84-465 - Letter from the City Manager recommending adoption of a motion to refund <br />$205.03 (without interest) to Juanito B. Annonoevo for 1984 Personal Property Taxes paid in <br />error.~ <br /> <br /> "The Commissioner of the Revenue is requesting a refund of 1984 Personal Property Taxes <br />to Juanito B. Anonoevo, 3531 Dunedin Drive, Chesapeake, Virginia 23321. <br /> <br /> Mrs. Anonoevo was living in Chesapeake as of January 1, 1984 and paid personal ~roperty <br />taxes to the City of Chesapeake. She was billed from Portsmouth and paid taxes to Portsmouth <br />in error, therefore, a refund of $205.03 without interest is requested. <br /> <br /> <br />
