<br /> 85-24 Letter from the City Manager recommending adoption of an ordinance pertaining
<br />to animals and fowl.
<br />
<br /> "The office of the City Attorney has recently concluded a review of a Comprehensive Anima
<br />Law enacted by the General Assembly of Virginia during its 1984 session. The Comorehensive
<br />Animal Law, as adopted by Chapter 492, repealed all p~ior Acts of Assembly pertaining to animal
<br />laws and readopted same within a comprehensive chapter for purposes of clarity, there was no
<br />change in substance with ~egard to that portion of the Comprehensive Animal Law pertaining to
<br />the authority of cities, however, certain changes did occur with reeard to terminology used
<br />therein.
<br />
<br /> Accordingly, the City Attorney has recommended that the attached ordinance be adooted
<br />amending certain sections of the City Code pertaining to animals and fowl. The attached ordi-
<br />nance has keen highlighted to indicate the changes from the current ordinance, and you will
<br />note that such changes pertain to terminology only, and there is no change in substance from
<br />the existing Code.

<br />I, therefore, join with the City Attorney in recommending adoption of the ordinance."

<br />sition, construcnion and equipping of a 108-unit multi-family residential rental a~artment
<br />project in the City of Portsmouth.

<br /> 'The Portsmouth Redevelopment and Housing Authority. held a public hearing to consider the
<br />issuance of Industrial Development Revenue Bonds for P. H. Boyette, Jr. and Company, Incor-
<br />porated, a Virginia Corporation, in an amount not to exceed $3,500,000 for assistance in finan
<br />ing a portion of the cost 6f the acquisition, construction and equipping of a 108-unit multi-
<br />family residential rental apartment project in the City of Portsmouth, Virginia.
<br />
<br /> The Portsmouth Redevelopment and Housing Authority adopted a Reselution of Intent to issu
<br />the Bonds, and in accordance with the applicable state and federal law, has requested City
<br />Council's approval of same. The necessary documentation, including the Fiscal Imoact State-
<br />~ent for the project is enclosed for your informatmon. The attached resolution has been pre-
<br />pared by the City Attorney, and I recommend its approval."

<br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following resolution was adopted,
<br />and by the following vote:
