January 22 ~ I 92.5 <br /> <br /> The seconds between 'aim' and ?fire' seemed like hours. During that brief moment I look- <br />ed back at my life. I had no regrets. I then thought about the scribbles on my cell wall. <br />I believed in those seven points with all my heart and soul~ I grinned back at the soldiers. <br /> <br /> When I heard the order 'fire' there was no pain. I just died· P~oud. Proud to be <br />Americanf" <br /> <br /> Mayor Holley commended David B~ke Melton on his presentation. <br /> <br /> Mr Cadlaon presented ~ "~o~'6f Democrac~ A .... ' · <br /> · . ~n~ ~ ,: ~ waru ~at~on to ~ayor Holley, on behalf <br />of the Lad~es Auxiliary,/~e~erans of Foreign Wars, in recognition of valuable cooperation <br />and assitance of the Foice of Democracy Broadcast Scriptwriting Program; <br /> <br /> 85-23 Public Hearing on the 1985 Urban Homesteading Program. <br /> <br /> Mayor Holley made the following presentation: <br /> <br /> 'We have planned mpublic hearing this evenin~ in order that we may hear your comments <br />or suggestions on our application for an urban ~sSeadi~. program. Notice of this hearing <br />was published in the Currents section of The Virginian Pildt/Ledger Star and allows members <br />of City Council to hear your comments prisr to makin~ a final recommendation on the applicatio~ <br /> <br /> The Urban Homesteading Program will allow the City to acquire at no cost to the locality, <br />FHA and VA foreclosed homes. These homes will be made available in selected neighborhoods <br />to low income families who commit to making required repairs, living in the home for five year~ <br />and repaying a HUD rehabilitation loan. <br /> <br />Copies of the program description are available at the front of the room. <br /> <br /> Each citizen wishing to <br />so. Following any citizen's <br />Council Members." <br /> <br />comment on tonight's prggram will be allowed five minutes to~do <br />comments, I will entertain any questions or comments from City <br /> <br /> Ms. Marilee Sasser, Director of Community Devel:,pment, gave ~:: brief synopsis of the <br />Program. <br /> <br /> Charles H. Monroe, ~125 Jefferson Street, asked if one had to be married to participate <br />· n the Program. <br /> <br />Ms. Sasser responded to Mr. <br /> <br />Monroe. <br /> <br /> UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beam~r, the following <br />reading at the Public Hearing and regular meeting of January 8, 1985, <br />following vote: <br /> <br />items approved on first <br />were adopted by the <br /> <br />85-2 Rezoning application and parking variance: <br /> <br />(a) "ZONING AMENDMENI ORDINANCE Z 84-19" <br /> <br />(e) <br /> <br />"A RESOLUTION GRANTING A SPECIAL EXCEPTION TO THE TIDEWATER BUILDING AT <br />454 GREEN STREET FOR OFF-STREET PARKING IN THE DOWNTOWN D-1 DISTRICT. <br /> <br /> WHEREAS, Spencer L. Scott, Architect, has made application for the granting of a special <br />exception to the off-street parking requirements for the Tidewater building at 454 Green Stree~ <br />pursuant to ~40-121 (b) (IV) in the ~owntown D-1 District; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be done <br />in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has made a recommendation for the granting of a special <br />exception to the off-street parking requirements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. Fhat the special exception to be granted: <br /> <br /> ~a) Will not adversely affect the health and safety of persons residing or working <br />in the neighborhood; and <br /> <br /> lb) Will not be detrimental to the public use or injurious to the property or <br />improvements in the neighborhood; and <br /> <br /> (c) Will be in accord with the purposes and objectives of th~ Downtown D-1 District <br />and the Zoning Chapter of the City Code. <br /> <br /> 2. Spencer L. Scott is hereby granted a specia~ execpt~o~ to the off-street parking <br />requirements in the Downtown D-1 District as provided for i~ ~40-121 (b) (IV) for the Tidewate~ <br />building at 45~ Green Street by the granting of a variance of three (3) spaces, such special <br />exception being approved subject to the following conditions: <br /> <br /> <br />
