<br /> Charles Sibley, 5212 Vick Street, presented slides to substantiate his reasons for
<br />opposing the project.

<br /> Jack L. Minks, 58 Greenland Boulevard, representing Simonsdale Civic Club, stated that h
<br />opposed the project as reasons stated in the petition presented to the Planning Commission
<br />and requested the application be denied.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, to concur in the recommendation of the
<br />Planning Commission, GHP 85-2 to be denied, and was adopted by the f~llowing vote:

<br /> 85-71 Letter from the City Manager recommending adoption of a resolution to authorize
<br />the City Manager to enter into an agreement with the Virginia Department of Highways and
<br />Transportation for acceptance of Recreation Access Eunds to reconstruct entrance to City Park
<br />and to agree to provide A 5 E services and inspection of the project.
<br />
<br /> "As part of the City Park Redevelopment Project, the State Highway Commission has allocat
<br />$200,000 from the Recreation Access Fund to provide the access road from the entrance of the
<br />park to the public boat ramp.
<br />
<br /> The attached resolution is requested To authorize the City to enter into an agreement
<br />with the Virginza Department of Highways and Transportation for receipt of these funds. The
<br />agreement calls for the City to be responsible for all architectural and engineering design
<br />work and the administration of the construction. It is estimated that the construction cost
<br />will be $200,000 with A 5 E and inspection totaling $15,000 for a total projecz cost of
<br />$215,000. ATtached is a report submitted by the Director of Parks and Recreation outlining
<br />the proposed construction schedule. This figure does not include any costs for utilities whi
<br />will be located in the roadway nor for any of the other improvements planned for the park.

<br /> The Director of Parks and Recreation indicates that this action is consistent with the
<br />City Park Master Plan and it meets with his concurrence. Therefore, I recommend your approval
<br />

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO
<br />DEPARTMENT OF HIGHWAYS AND TRANSPORTATION FOR
<br />OF AN ACCESS ROAD TO CITY PARK.

<br />CONTRACT WITH THE VIRGINIA
<br />ENGINEERING AND CONSTRUCTION
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has authorized certain engineering and
<br />design work to be done for the development of City Park; and
<br />
<br /> WHEREAS, the Virginia Department of Highways and Transportation has allocated Two Hundred
<br />Thousand Dollars ($200,0001 from the Recreational Access Fund to provide for engineering and
<br />construction of an access road to City Park; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth desires to make application for payment of
<br />said funds in connection with the redesign of City Park.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby xs, authorized to enter into a contract with the Virginia
<br />Department of Highways and Transportation for the purpose of making application for receiving

<br /> 85-72 Letter from the City Manager recom~ng[ng adoution of a resolution to authorize
<br />the City Manager to convey certain subaqueous real property to the Industrial Development
<br />Authority of the City of Portsmouth which will subsequently be made available to Lone Star
<br />Cement Company for expansion.
<br />
<br /> "A~ Council is aware, part of last year's 1984 Legislative Package reouested the General
<br />Assembly to authorize the conveyance of certain subaqueous parcels of property to the City in
<br />an attemFt to retain and expand Lone Star Industries in the Port Norfolk area.
<br />
<br /> The intent of the act of the Assembly of 1984, however, was not clarified until the com-
<br />pletion of the 1985 session. It is now appropriate that Council pass the attached resolution
<br />authorizing the conveyance of this property to the Industrual Development Authority which will
<br />subsequently be made available to Lone Star Cement ComFany.
<br />
<br /> I would like to thank the members of the Assembly, Mr. Cleaves Manninx, Mr. Johnny Joannm
<br />and Mr. Billy Moore, for their assistance in this matter, for without their help, not only
<br />would Lone Star have been unable to e×~and, but ~ossibly their core, orate presence in this City
<br />may have been questioned."
