That the Council hereby allocates Two Million Dollars ($2,000,000) of its Seven <br />Million, Nine Hundred Thirty-Five Thousand, Five Hundred Twenty-Five Dollar ($7,935,525) <br />portion of the State Ceiling on private activity bonds to the Commission in order to cover <br />the issuance by the Commission of a Two ~illion Dollar ($2,000,000) Industrial Development <br />Revenue Bond for the benefit of Doughtie's Foods, Inc.; provided, however, if the Bonds are <br />not issued on or before the sixtieth (60th) day after the date on which this resolution is <br />adopted by the Council; such allocation for the benefit of Doughtie's Foods, Inc. shall <br />expire, unless such sixty (60) day period is extende!d by resolution of the Council. <br /> <br /> 2. This resolution shall take effect immediately upon its adoption." <br /> <br /> Ayes: Beamer, Corprew, Gray, Lucas, Webb lVhitlow, Holley <br /> Nays: None ' <br /> <br /> 85-79 - Letter from the City Manager recommending adoption of a motion to extend the <br />perinatal health care program through the State's fiscal year and transfer of $57,174 from <br />the Grants Contingency Account for this purpose. <br /> <br /> "The Bureau of Maternal and Child Health has anhounced additional block grant funds for <br />the Tidewater Health District to continue a perinatal health care program. The Tidewater <br />Health DistriCt, which includes Portsmouth, Suffolk, lisle of Wight, Franklin and Southampton <br />County, was originally awarded brant funds for this project in January, 1983. <br /> <br /> The grant employs nurses, outreach workers, and clerical personnel to carry out the <br />objectives of the program. Services provided includ~ prenatal-and well-baby clinics, nutri- <br />tional assessment and connseling, home visits, parenting classes, transportation and medical <br />care for low-income, high-risk mothers and infants. ~ <br /> <br /> The State Bureau of Maternal and Child Health is awarding the Portsmouth Public Health <br />Department the sum of $57,174 in federal funds to extend the project through the State's fisca <br />year schedule. No local match is required, and the project is renewable on July 1, 1985. <br /> <br /> I recommend approval of this extension and the transfer of $57,174 from the Grants Con- <br />tiengency Account for this purpose." ~ <br /> <br /> Motion of ~r. Gray and seconded by Nfs. Webb, that authorization be granted to transfer <br />$87,174, as requested, from the Grants Contingency Account, and was adopted by unanimous vote. <br /> <br /> 85-80 - Letter from the City Manager recommending adoption of a motion to award contract <br />for sewer facilities to service waterfront development to the responsible, low bidder. <br /> <br /> "I:heo~der to, provide s~niltary ~ewer facilities to service water~ront development just <br />north of High Street, a sanitary sewer line extension is necessary along Water Street. This <br />line replaces a deteriorated main which previously serviced this corridor. Because of the <br />Priority Actfon Plan (High Street improvements), it is cost effective to replace this main at <br />this time so curb cuts will not be necessary in the near ~uture. Bids were received on March <br />18, 1985 for installation of a 12" line, between London Boulevard and the Naval Shipyard ~useum <br />The bids were as follows: ~ <br /> <br />(1) Utility Builders, Inc. <br />(2) M. The <br />City Engineer has investigated Utility Builders, Inc., with regard to qualifications and <br />financial status to perform the work and he recommends award of the contract. Funds have been <br />appropriated for the project; therefore, only award o:f the contract is needed. <br /> <br /> I recommend adoption of a motion to award contract for sewer facilities to service water- <br />front development to the responsible low bidder." <br /> <br /> N6tion of Mr. Corprew and seconded by Mr. Beamer, that the contract for sewer facilities <br />to service waterfront development be awarded to Utility Builders, Inc., as recommended, and <br />w~ssadopted by unanimous vote. <br /> <br />- NEIg BUSINESS - <br /> <br /> 85-82 Councilman Beamer offered the following nominations for appointments to the <br />following Boards/Commissions: ~ <br /> <br />Social Services Advisory Commission <br /> <br /> Gerald Head to be appointed to fill an unexpired term, expiring July 1, 1985; replacing <br />Robert B.
