REPORTS FROM THE CITY MANAGER -

85-75 - Letter from the City Manager ~~ adoption o£ an ordinance to appropriate
$259,435 from the Capital Improvement Fund for repairs, and resurfacing of tennis courts at
Cradock and Manor High Schools, and construction of new tennis courts at Churchland High Schoc
and award of contract to responsible, low bidder.

"As you recall, $110,000 was programmed in thc 1984 Capital Improvement Program for con-
struction of six new tennis courts at Churchland High School. In addition, $28,500 was identi
lied in the i985 CIP for drainage and resurfacing of the courts at Manor and Cradock High
Schools. These estimates were provided by the Director of Parks and Recreation.

Thisbe:project was bid last faii and only one responsible bid was received. Because of the
size of the contract, I directed Tom O'Kane to rebid the project this spring and contact all
vendors (in addition to advertising the project) in an attempt to generate interest in the
project.

Requests were recently advertised and rebid and once again only one responsible bid was
received. While rebidding the project resulted in a price reduction of $4,491, it was not as
much as I would have liked. The bkd is as follows:

Churd~l~nd High School
Van Sumner, Inc. 6 courts $125,885
lights 18,665

$144,550

Cradock & Manor High Schools

Van Sumner~

drainage and
resurfacing $ 74,885 $ 74,885

Converson of Existing Churchland
High School Courts to Parking Lot

$ 20,000 $ 20,000

TOTAL $239,435

The City Engineer has investigated Van Sumner, Inc., with regard to both qualifications
to perform the work and financial status and he recommends award of the contract to the ap-
parent low bidder. It should be noted that the construction of additional parking spaces will
be done as part of the City's annuai paving program under separate contract. Contingencies,
contract administration and inspection bring the total anticipated project cost to $259,435.

The construction time on the Churchland courts is
Cradock/Manor courts is 60 caiendar days; however, this
(after high school tennis season).

90 calendar days. The time of the
work will not begin until June 1985

I recommend that the attached ordinance appropriating $259,435 be approved on first
reading and that the contract be awarded to Van Sumner, Inc."
