<br /> At a regular meeting of the City Council held on Tuesday, March 26, 1985, there were
<br />present:

<br /> James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray,
<br /> L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City
<br /> Manager, Steven Lieberman, City Attorney.
<br />
<br /> Rev. Henry C. Boschen, Chaplain of Frederick Military Academy, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. J~ebb, minutes of the called meeting of March 12,
<br />1985' and minutes of the regular meeting 9f ~
<br /> J~arch 12, 1985, to be approved as received, and
<br />was adopted by unanimous vote. -
<br />
<br /> Mayor Holley recognized students of the Class of James Twine, Teacher, of I. C. Norcom
<br />High School.
<br />
<br /> 85-73 - Mayor Holley presented a Certificate of Appreciation to Kenneth N. Philbrick,
<br />for services rendered while serving on the Board of Examination of Plumbers.

<br />reading at the Public Hearing of March 12, 1985, were adopted by the following vote:

<br />Item Removed from the Consent Agenda was presented:

<br /> 85-70 (fl Use Permit UP 85-3 Use Permit application of Philip C. Cockrill, approved
<br />on first reading at the Public Hearing of March 12, 1985, was taken up.

<br />Vice Mayor Webb requested information from the City Attorney and he resvonded.
<br />
<br /> On mormon of Mr. Beamer and seconded by Mrs. Webb, the following resolution was adopted
<br />on final reading, and by the following vote:

<br />"A RESOLUTION GRANTING A USE PERMIT TO PHILIP C. COCKRILi FOR THE CONVERSION
<br />OF AN EXISTING DUPLEX RESIDENCE TO A THREE-UNIT APARTI~ENT STRUCTURE AT 2713
<br />BAYVIEW BOULEVARD. (UP-SS-3)

<br /> WHEREAS, Philip C. Cockrill has made application pursuant to Se:tion 40-102 (B) for a
<br />use permit to convert an existing duplex residence to a three-unit apartment structure at
<br />2713 Bayview Boulevard which is located in the Port Norfolk Historic District; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be
<br />done in connection with said application; and
<br />
<br /> WHEREAS, the Planning Commission has recommended the granting of a use permit with
<br />conditions for the conversion of the existing duplex residence to a three-unit apartment
<br />structure.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of ¢he City of Portsmouth, Virginia:
<br />
<br /> 1. That the use for ~hich the ase permit is sought:
<br />
<br /> (a) Will not adversely affect the health and safety of persons residing or
<br />working in the neighborhood of the proposed use;
<br />
<br /> (b) Will not be detrimental to the public use or injurious to the property or
<br />improvements in the neighborhood; and
<br />
<br /> (c),,,Will be in accord with the purposes of ithe Zoning Chapter of the City Code.
<br />
<br /> 2. Philip C. Cockrill is hereby granted a use permit pursuant to §40-102 (B) to
<br />convert an existing duplex residence to a three-unit apartment structure at 2713 Bayview
<br />Boulevard, such conversion to be in compliance with the regulations applicable to the Port
<br />Norfolk Historic Residential Sub-District as provided for in the Zoning Chapter of the
<br />Code of the City of Portsmouth, Virginia, 1973, as amended, such approval being granted
<br />subject to the following term and condition: :.:
