Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, <br />Steven Lieberman, City Attorney. <br /> <br /> Rev. James H. Hundley, Pastor of the Park View United Methodist Church, opened the meetJ <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the special meeting of April 8, <br />1985; minutes of the called meeting of April 9, 1985; and minutes of the regular meeting of <br />April 9, 1985, to be approved as received, and was adopted by unanimous vote. <br /> <br /> Mayor Holley welcomed all visitors in attendance, recognizing former Mayor J. E. Johansen <br />and students of Portsmouth Junior and Senior High Schools, who will be participating in "City <br />Hall Day at the "Mock City Council Meeting", representing Members of City Counail, City Manage: <br />City Attorney and City Clerk. <br /> <br /> 85-100 City Manager George L. Hanbury presented the proposed Operating Budget for <br />FY 1985-86 at the Public Work Session heId in the CoUncil Chambers at 6:30 p.m. <br /> <br /> 85-101 Motlon of Mr. B~ ~nd .~conded hy Mrs. [ebb.to he~r all speakers for the <br />following Items 85-101 (a-c) at o'ne time and w~'s &gg~ed~y unanimous vote. <br /> <br /> Councilman Whitlow stated that his law firm was involved with the following zoning <br />matter and would abstain. <br /> <br /> Vice Mayor Webb stated her husband, Dr. Webb, was a potential stockholder in the <br />proposed office building and would abstain. <br /> <br /> Mayor Holley stated that he was on the Board of Maryview Hospital, and would abstain. <br /> Mayor Holley removed himself as the presiding officer on Item 85-101 (a-c). <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Beamer that Councilman Gray, Senior Member of <br />Council, be appointed to serve as the presiding officer for Item 85-101, and was adopted by <br />unanimous vote. Brown, 5800 Pine Road, in opposition. <br /> H. C. Page, 311 West Road, representing residents of Glenshellah, Waterview and Tyler <br />"~C~escent and requested an ' ' ' <br /> additional two manutes to speak <br /> Motion of Mrs. Lucas and seconded by Mr. Beamer to allow that Mr. Page be granted <br /> the additional two minutes and was adopted by 4-0 vote. <br /> Mr. Page spoke in opposition and presented the {ollowing petition; <br /> <br /> "The undersigned citizens are opposed to the rezonmng requested by Maryview Hospital of <br /> properties bonded by High Street, Willett Drive and West Road (Tax Map 35, Parcel 1 and Tax , c <br /> Map 355 parcels 5 & 9 and Tax Map 354 parcel 1) and ~ parcel conveyed to Maryview Medical <br /> Office Building Associates in the Waterview neighborhood, from R-75 to OR-75." <br /> <br /> Petition' Kigned by five hundred signatures.
