<br />A $150 sewer connection fee which would inc~rease toi~$800 where no service is avail-
<br />able is also recommended. Also recommended is a charge of $100 for City crews provid~
<br />ing the service of plugging a sewer lateral, otherwise the inspection fee of $25
<br />would remain in effect. In addition, I am recommending a graduated increase in the
<br />strong waste collection program which is more difficult to treat than the average
<br />domestic waste. This will amount to an increase from $3.00 to $6.10 for each one
<br />hundred p6unds of suspended solids in excess of 250 parts per million (now 300
<br />parts per million) and from $5.00 to $5.75 for similar amounts of biochemical
<br />oxygen demand.

<br />The FY 85 Classification and Pay Plan which establishes the pay y&nges and classi-
<br />fications of all employees, as well as setting the procedures for administering the
<br />plan, has been updated to reflect the operating budget recommendations. In addition
<br />to the salary ranges which are listed for classified employees, the salaries
<br />for Council Appointees and Council Members are also included. In conformity with
<br />the salary levels established by State law, I am proposing salaries of $12,000
<br />and $10,000 for the Mayor and Members of Council, respectively.

<br />An ordinance to establish a registration fee for all pleasure boats and other
<br />watercraft used for recreational purposes is also included. As proposed, the
<br />annual registration fee would be $20 per boat.
