May 14, 1985 <br /> <br /> 85-131 - Letter frc~ the City Manager recc~mnending adoption of an ordinance to appropriate $100,000 to <br />acccmplish miscellaneous drainage projects located at Roberts Court, Byers Avenue, Board Street, Jewell Avenue <br />and Manchester Road and award of contract to responsible, low bidder. <br /> <br /> "The 1984/85 Capital Improwmlent Budget authorizes $100,000 for 'Miscellaneous I)rainage and Street <br />Improv~nents' (residential Hot Spots). On February 5, 1985, City Council reviewed a drainage priority list <br />frc~a the Engineering Department for this program year. The lis~ included Hot Spot improvements at the <br />following locations: Roberts Court, Byers Avenue, Board Street, Jewell Avenue (800 block), and <br />Manchester/Faber Roads. Inspections recc~mends award of the project to <br />the low bidder, DOW Construction Ccmpany, Inc. <br /> <br /> I recc~mend the appropriation of $100,000 and award of the contract to the apparent low bidder." <br /> <br /> f <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ollow~ng ordinance was approved on first reading; <br />award of contract to D3W Construction Company, Inc., being low b~dder, and was adopted by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $100,000. FROM THE CAPITAL IMP~OV]SMENT FUND FOR DRAI~GE <br /> PROJECTS ON ROBERTS COURT, BYERS AVENUE, BROAD STREET, JEWELL AVENUE AND MANCHESTER ROAD." <br /> <br /> 85-132 - Letter frem City Manager reccnmlending adoption of 6rdinance to appropriate $34,320 for repair and <br />replacement of roof at the Elm Avenue Neighborhood Facility and award of contract to responsible, low bidder. <br /> <br /> "The 1984 Capital Improvement Budget authorized replacement! of the Neighborhood Facility Center roof. The <br />roof replacement is needed because there is a cc~aplete deterlora~ion of the roofing structure. At the same <br />time, General Services will install a ventilation system. <br /> <br /> This request covers the replacement of shingle roof over the gym area, installation of ridge type power <br />exhausts, replacement of built-up roof on the north side, repairland recoat west end of flat roof, and repair <br />three small roof sections on the front east end. The total project cost is $34,320 which includes a 70% contingency. <br /> <br /> I recc~mnend appropriation of the necessary funds and award Of the contract to the apparent low bidder." <br /> <br /> On motion by Mr. Gray and seconded by Mr. Beemer, the following ordinance was approved on first reading; <br />award of contract to Sun Roofing Company, being low bidder, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $34,320. FROM THE CAPITAL IMPROV~94ENT FUND FOR REPAIR kND <br /> REPLACMMENT OF THE ROOF AT THE NEIG~IBOREOOD FACILITY I CENTER AT 900 ELM AVENUE." <br /> 85-133 - Letter frcm the City Manager recommending adoptionlof an ordinance to emend the fee for disposal <br />of dead animals frcm ccxmnercial establishments. (Roll Call) i <br /> <br /> "At your April 9, 1985 meeting, City Council adopted a ratelstructure for the collection of dead animals <br />frcm Veterinarians within the City. Prior to your action on April 9th, I shared a copy of my recc~mnendation <br />with the three Veterinarians and did not receive any c~L~t~nts pr? or con. Since City Council's approval of the <br />rate structure, several members of Council have indicated that they have received negative comments frc~n the <br />Veterinarians. <br /> <br />Pat Coffield met with Doctors Leonard Scarr, Arthur Gilbert! and Durbin Donahue on April 23rd, and <br />attached is his report. In brief, the Doctor's feel the fee forldispesal of dead animals should be reduced <br />fr(an $10 to $5. In return, the Doctors concurred to reduce the ntmmber of pick-ups frc~ five times a week to <br />three and assist the City in carrying animals to vehicles (elimihating one person fram two-man crew). A~ you <br />recall, the new fees were not to go into effect until the animal incinerator was brought on-line (early June). <br /> <br /> This item is on your agenda should you desire to reconsiderlyour action of April 9th." <br /> on motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on first and final <br />reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF ~HE CITY OF PORTSMOLrfH, VIRGINIA, 1973, BY AMENDING <br />SECTION 14-42.1 PERTAINING TO THE ESTABLISI{MENT OF FEES FOR USE OF THE ANIMAL CREMATORY." <br /> <br />Ayes: Be~mer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> <br />
