May 28~ 1985 <br /> <br /> On motion of Mrs. LUcas and seconded by Mrs. Webb, to concur in the recommendation of <br />the Planning Commission, UP 85-8 for a group home for mentally retarded adults at 242 Elm <br />Avenue, be approved on first reading and wes adopted by unanimous vote. <br /> <br /> (f) GHP 85-13 Group housing project application of Reubin Manning by Agent C. Raeford <br /> Eure, for a four-unit apartment building on land at the northeast come <br /> of Wall Street and Hansen Avenue. <br /> On motion of Mrs. Webb and seconded by Mr. Corprew, GHP 85-13 for a four-unit apartment <br />building on land at the northeast corner of Wall Street and Hansen Avenue, to concur with the <br />recommendation of the Planning Commission, subject to the conditions submitted in the City <br /> <br />Manager's letter, was approved on first reading by unanimous vote. <br /> <br /> (g) GHP 85-14 - Group housing project application of Munford, Seaboard Ice Company, <br /> by developer Rudy A. Baker and David L. Wilkerson, Jr. for 32 apartment <br /> units at 1701 Chestnut Street. <br /> <br /> Rudy A. Baker, 1105 Kenelm Court, Chesapeake, VA, representing Group Housing Project, <br />was available to answer, questions. <br /> <br /> On motion of Mr. Corprew and seconded by Mrs. Webb, GHP 85-14 for 32 apartment units at <br />Chestnut Street, to concur ~n the recommendation of the Planning Commission, incorporating the <br />recommendations of the City Manager and Planning Staff, was approved on first reading by unan~ <br />mous vote. <br /> <br /> (h) CA 85-4 CODE AMENDMENT: A proposal to amend Chapter 40 by adding Sections 40-73.1 <br /> and 40-135.1 to create a Residential R-125 zoning district. <br /> <br /> SteveM~,1592 Bay Point Drive, Va. Beach, representing [idewater Builders Associa- <br />tion, spoke in suppor~ of CA 85-4 and CA 85-5. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that CA 85-4 be deferred ~o a public work <br />session, and was adg~ted bF unanimous vote. <br /> <br /> (i) CA 85-5 CODE AMENDMENT: A proposal to amend Chapters 33 and 40 to provide for <br /> cluster subdivisions. <br /> <br /> Jcrdan Corra, 310 Thelmar Lane, representing Park Manor Civic League, spoke in~oppos~tio~ <br />of the amendment. (See Exhibit CA 85-5[ <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, to suspend ~he rules for Mr. Corra be <br />granted an additional 5 minutes ~o funish his presentation· and was adopted by unanimous vote <br /> <br /> Otis E. Baldwin, representing Council of Civic Leagues, spoke in opposition to the pro- <br />posal of the Planning Commission allowing attached structures and clmsters ~f single [amily <br />homes in all residential areas of the City, even though this proposal would not allow construc <br />tion of more dwellings per acre. <br /> <br /> Richard Moore, 410 Park Manor Road, spoke in opppostion to CA 85-5. <br /> Letter received from ~he Port Norfolk Civic League. <br /> Motion of Mr. Gray and seconded by Mr. Beamer, that CA 85-5 be deferred <br />session, and was adopted by unanimous vote. <br /> <br />public work <br /> <br />~ "The Port Norfolk Civic League is opposed to ~ivmng the Planning Commission the final say <br />on multi-family housing projects. ~ feel that our elected officials have the expertise and <br />resonsibility of making final judgemen~ on such importantissues. <br /> <br /> We are proud of you and hold you in high regard.
