' <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, that Mr. Harsley be granted an additiona[ <br /> 5 minutes, as requested, and was adopted by unanimous vote. <br /> <br /> Mr. Harsley spoke concerning problems in the Brighton area which had not bee resolved. <br /> 85-161 ~ ~'r~ ~'f~ ~ ~d of irectors, Wesley Community Service <br />presented the n ~t 6 r t~a venue, representing Wesley Community Center, <br />Cente[, Inc.: <br /> "WHEREAS, the Portsmouth City Council recently dbclared its opposition to an application <br />by the Portsmouth Redevelopment and Housing Authority for twenty five (25) units of additional <br />assisted hou§ing in Portsmouth; and <br /> WHEREAS, the Portsmouth Redevelopment and Housin~ Authority then decided to withdraw from <br />submitting such application 'for governmental processing; and <br /> <br /> WHEREAS, <br />opportunities <br />and <br /> <br />there continues to be a demonstrated ne <br />and incentives for low and moderate inc, <br /> <br />~d for additional low cost housing <br />~me persons and families in Portsmouth; <br /> <br /> WHEREAS, the City of Portsmouth has been directl' involved in coordinating emergency <br />shelter resources following mass evictions from sub standard housing units in 1982 <br /> certain <br />and again in 1985 which forced the displacement of ov+r three hundred persons, some of whom <br />to places as yet undocumented; and <br /> WHEREAS there has been represented to the City ! s to raze <br /> ' lan and renovate as condominium <br />two hundred sixty nine (269) units of low cost housin <br /> <br />intention to renovate the fifteen hundred plus (1800) <br />new housing; and <br /> <br /> WHEREAS, rent increases at Fairwood Homes and Ri <br />purchase by new managers has created hardship'circums <br />from fixed and otherwise limited means; and <br /> <br /> WHEREAS, t~Wesley Community Center is receiving <br />month for financial and referral assistance with shel' <br /> <br />known as River Edge Apartments; and the <br />units complex known as Fairwood Homes fo: <br /> <br />er Edge Apartments since their recent <br />ances for many whose income is derived <br /> <br />an average of twenty five requests per <br />er related emergencies; a~d <br /> <br /> WHEREAS, the lack of subsidized housing, inflatiolnary pressures, unemployment and wide- <br />spread conversion of low rent housing to condominium {evelopment leads to the proliferation <br />of hom41essness in our society; and <br /> <br /> <br />
