The depth~of the sewer line will be less
shallow than normally required, but would be acceptable based on existing topography. For the
remaining houses, the property owners will be required to install pumps to provide necessary
pressure to get sewer into the City's gravity line.

The cost for extending the City's sewer line 300 feet is
therefore recommended that $14,300 be appropriated for Public
emergency work."

estimated at $14,300. The professional commitment by Conrad
Brothers is uncommon and the City is fortunate to have scmeone of their caliber involved in
this project.

Phase II of the High Street Improvements (Crawford to Washington) has been progressing
as scheduled; however, your approval is necessary regarding the following:

o Court Street Sidewalk City CC~uncil recuested that sidewalks be incorporated
into High Street project ... cost $26,000

o Utility Work - Due to age of utilities, unanticipated conflicts have occurred
... cost $35,000

o Street Replacement - As experienced in Phase I the poor condition of concrete
has resulted in increased costs ~;~ cost $82,000

Traffic Signalization Removal of overhead traffic signalization at Dinwiddie
and Washington Street intersections and replacement with period style fixtures/
lightings ... cost $20,000

o Overtime To expedite work adjacent to 1846 Courthouse, o~%5inee was authorized
ro ensure opening for Mary Rose exhibit ... cost $7,000

The above noted contract changes
City Council to increase the contract
$1,905,000) for Phase II."

total $170,000. Funding
has been identified in this year's Capital Improvement Plan to accomplish this emergency work.

Bids were solicited from eight (8) contractors; however, only one responded (due to small
scope of project and short project schedule'. The bid was opened on May 31, 1985 for dredging
the channel and is as follows:

CONTRACTOR

BID PRICE

Hard,~a]~Constructors, [nc. $ 9,000
City Estimate 10~000

The total project cost (including contract administration and inspection] is $10,900.
The Director of Planning, Engineering, and Inspections has investigated Hardaway Constructors,
Inc., regarding qualifications, work perfcrmance, and financial status and he recommends award
of the contract to the sole bidder.

I concur with this recommendation and request that City Council appropriate the amount of
$10,9~0 and authorize award to Hardaway Constructors, Inc."

On motion of Mrs. Lucas and seconded by Mr. Gray, the following ordinance was approved on
first reading; award of the contract to Hardaway Constructors, Inc., being responsible low
bidder, and was adopted bY unanimous vote:
