June 25~ 1985 <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority of the City of Portsmouth, <br />Virginia (PRHA) has been authorized by the Council of the City of Portsmouth, Virginia, to <br />advertise and hold public hearings relative to the issuance of Industrial Development Revenue <br />Bonds; and <br /> <br /> WHEREAS, the PRHA has considered the application of M.K.S. Properties, a Virginia General <br />Partnership in formation, (the "Company"), for the issuance by PRHA of Industrial Development <br />Revenue Bonds pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended, <br />in a principal amount not to exceed One Million Dollars ($1,000,000) to finance a portion of <br />the cost of acquiring, renovating and operating in a multi-family residential rental housing <br />project known as Westhaven Apartments consisting of fifty-six (56) units ~the "Project") <br />located at the intersection of County and Powhatan Streets in the City of Portsmouth, Virginia <br />and has held a public hearing hereon on June 11, 1985; and <br /> <br /> WHEREAS, the "Company" has described to PRHA t~e benefits which the project will bring <br />to the Commonwealth of Virginia and to the City of Portsmouth, Virginia, mn that the project <br />will provide housing for persons of low and moderate income and thereby promote the public <br />purposes for which the PRHA was established; and <br /> <br /> WHEREAS, the PRHA has requested Council to approve the issuance of the Bonds to comply <br />with the applicable federal and state laws; and <br /> <br /> WHEREAS, a copy of PRHA's resolution approvin~ the issuance of said Bonds subject to the <br />terms and conditions contained therein, and the applicable certifications and documentations <br />required by the applicable federal and state laws have been provided to the City Council for <br />its consideration. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />approves the issuance of Industrial Development Revenue Bonds by the PRHA for the 'Company" <br />in an amount not to exceed One Million Dollars ($1,000,000) to finance a portion of the cost <br />of acquiring, renovating and operating the'"Project". <br /> <br /> BE IT FURTHER RESOLVED that the approval of the issuance of the Bonds as required by the <br />applicable federal and state laws does not constitute an endorsement of the Bonds, financial <br />viability of the "Project" or the credit worthiness ~f the "Company", but as required by the <br />applicable provisions of the Code of Virginia, the BOnds shall provide that neither the Commor <br />wealth of Virginia, City of Portsmouth, nor the PRHA shall be obligated to pay the Bonds or <br />the interest thereon or other costs incident thereto except from the revenues and monies <br />pledged therefor, and neither the faith or the credit of the taxing power of the Commonwealth <br />the City, nor PRHA shall be pledged thereto. <br /> <br />This resolution shall take effect immediately upon its adoption." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, ~Vebb, ~itlow, Holley <br />Nays: None <br /> <br /> 85-186 Letter from the City Manager recommendin~ adoption of a motion to continue the <br />Perinatal Health Care Program a second year and transfer ~f funds in the amount of $--,860 fro~ <br />the Grants Contingency Account for this purpose. <br /> <br /> "In ~arch of this year, I request'ed the transfer of funds f?om the Grants Contingency <br />Account to extend the Perinat&l Health Care Proeram throueh the end of the State's fiscal <br />year ending June 30, 1985. I am pleased to inform yqu that the program has been granted a <br />renewal fo~ a second year'with fun~s from ~he~Bhreau of Maternal and Child Health. <br /> <br /> The Perinatal Health Care Program employs nurse~ outreach workers, and clerical personne <br />to provide prenatal and well-baby clinics, nutritionJ assessment and counseling, home visits, <br />parenting classess, transportation and medical care Jot low-income, high-risk mothers and <br />infants. These services are provided for the entire Tidewater Health District which i~cludes <br />Portsmouth, Suffolk, Isle of Wight, Franklin and Sou hampton County. <br /> <br /> The State Bureau of Maternal and Child Health <br />the sum of $7?,860 in federal funds to renew <br />is required, and <br /> <br /> i~ awarding <br /> the program for a <br /> the program is renewable on an annusl basis. <br /> <br />I r~ommend approval to contiue the program a second year <br />Grants Contingency Account for this purpose." <br /> <br />the <br /> <br />the Portsmouth Health Departmen- <br />second year.
