July 9. 1985 <br /> <br /> At a regular meeting of the City Council held on Tuesday, July 9, 1985, there were <br />present: <br /> <br />James W. Holley, Ill, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br />L. Louzse Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City <br />Manager, Steven Lieberman, City Attorney. <br /> <br /> Dr. Darrell R. James, Pastor of Park View Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded <br />1985; minutes of the regular meeting <br />adopted by unanimous vote. <br /> <br />by Mr. Beamer, minutes of the called meeting of June 25, <br />of June 25, 1985, to be approved as received, and was <br /> <br />Mayor' Holley welcomed all visitors in attendance. <br /> <br /> 85-191 -~yor;.Holley presented the Portsmouth Montage to James Russell Terrell, Troop <br />219, Boy Scouts of America, having attained the rank of "Eagle Scout": also, Robert H. Shea, <br />Sr., Eagle Scout Advisor for Troop 219, received the Portsmouth Montage on behalf of Steven <br /> F. Koenig, Troop 219, who had advanced to the rank of "Ea~le Scout" and recently moved to <br /> California. ~ <br /> <br />85-192 <br /> <br />Public Hearing on rezoning, use permit and group housing applications and a <br />'-proposed amendment to the City Code: <br /> <br />(a) Zoning Petition Z 85-30 <br /> <br />Rezoning application of Robert Collins, by T. H. <br />Nicholson, Jr., President of Nicholson, Inc., for multi- <br />family development at the southwest corner of Chowan <br />Drive and Cherokee Road; from Commercial C-2 to Residen- <br />tial R-50. <br /> <br /> Motion of Mr. Whitlow and seconded by ~rs. Webb, that Items Z 85-30 and GHP 85-21 to ~ <br />receive public comments simultaneously, and was adopted by unanimous vote. <br /> <br />(b) GHP 85-21- <br /> <br />Group Housing Project application of Robert Collins, by T. H. Nicholson <br />Jr., President of Nicholson, Inc. for 120 garden apartments at the <br />southwest corner of Chowan Drive and Cherokee Road. <br /> <br /> Michael E. Barney, P. O. Box 3037, Norfolk, VA, representing Westview Building Corporati <br />and T. H. Nicholson, et als, requested additional time to speak. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, that Mr. Barney be granted 10 minutes <br />to speak on Items Z 85-30 and GHP 85-21, and was adopted by unanimous vote. <br /> <br />Mr. Barney spoke in support of both applications. <br /> <br /> Richard D. Allred, 819 W. Little Creek Road, No~folk, VA, representing Chowan Trace <br />Associates, responded to questions presented. <br /> <br /> (a) Motion of Mrs. Webb and seconded by Mr. Beamer, to concur in the recommendation <br />of the Planning Commission, to rezone for multi-family development at the southwest corner <br />of Chowan Drive and Cherokee Road, from Commercial C-2 to Rgsidential R-60, the following <br />ordinance was approved on first reading, and was adopted by unanimous vote: <br /> <br />"ZONING ORDINANCE AMENDMENT Z 85-30" <br /> <br /> (bl Motion of Mr. <br />the Planning Commission, <br />Drive and Cherokee Road, <br /> <br />Gray and seconded by ~4r. Beamer, to concur in the recommendation of <br />GHP 85-21 for 120 garden apartments at the southwest corner of Chowa~ <br />was approved on first reading by unanimous vote. <br /> <br />(c) Use Permit UP 85-17 <br /> <br />Use permit <br />by John O. <br />center.at <br /> <br />application of the Cathedral of <br />and Linda N. McCloud, Trustees, <br />715 Summers Place. <br /> <br />Praise Church, <br />for a child care <br /> <br /> John O. and Linda N. McCloud, 1712 Lilac Avenue, Chesapeake, VA, spoke in support of the <br />application and gave a brief description of the plans for the child care center. <br /> <br /> Motion of Mrs. Luaas and seconded by Mr. Gray, to concur in the <br />Planning Commission, UP 85-1- for a child care center at 715 Summers <br />first reading,l.and wa§ adopted by unanimous vote. <br /> <br />recommendation of the <br />Place, was approved on <br /> <br />(d) GHP 85-22 <br /> <br />Group Housing Project application of William S. and Myrtle L. Doar, <br />by Leola B. and Gregory Stephen Pierce, for a triplex unit on property <br />on the south side of Arden Street between Tyre Neck Road and the <br />Seaboard Coast Line Railroad. <br /> <br /> Leola B. Pierce, Developer, 4114 Forest Hills Drive, representing Pierce Enterprises, Inc <br />was present to answer questions, and spoke in support of the application. <br /> <br />Motion.of Mr. Gray and seconded by Mrs. Webb, to move for approval. <br /> <br /> Substitute motion of Mrs. Lucas and seconded by Mr. Whitlow, to defer GHP 85~22 to <br />August 13, 1985, and was adopted by unanimous vote. <br /> <br /> <br />
