,Tnlv 9~ lgSB <br /> <br /> The scope of Phase II was identified in the 1981 Public Utilities Master Plan and <br />provides for equipping the new filter boxes built in Phase I, replaces chemical and chlorine <br />feed systems, and completes plant instrumentation work. <br /> <br /> Of the $20 million identified for the improvements to the plant, $11.8 million was <br />spent on Phase I. Preliminary estimates to design and construct Phase II work is in the <br />$5.3 to $6.0 million range. The remaining S2+ million would be allocated to Phase III for <br />improvements which would inalude a chemical reaction basin, new raw water pumps, new sedimen <br />ration basins, and ancillary unprovements. <br /> <br /> The Director of Public Utilities has closely coordinated this work with the State <br />Health Department, who has regulatory responsibility in this area. Based on their review, <br />the Director of Public Utilities has requested that the second phase work be moved up <br />two years in the planning process. <br /> <br /> I recommlend adoption of a motion to authorize me to inform the Stame of the City's <br />revised schedule to begin the second phase." <br /> <br /> Motion~of Mr. Gray end seconded by Mr. Beamer, authorization be granted to inform the <br />State of the City's revised schedule to begin the second phase work for Lake Kilby Water <br />Treatment Plant, was adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 85-198 - Councilman Gray offered the following nominations for appointments to the <br />following Boards/Commissions: <br /> <br />STAMA <br /> <br /> T. Richard Walden was appointed for a term of one year, expiring July 1, 1986; replacin <br />David C. Spence, Jr. <br /> <br />Municipal Finance Commission <br /> <br /> Morgan A. Joe, Sr. was appointed for an unexpired term, ending July 1, 1988; replacing <br />Dr. James C. Sears. <br /> <br />Parking Authority <br /> <br /> Morgan A. Joe, Sr. was appointed for an unexpired term en2ing July i, 1988; replacing <br />Dr. James C. Sears. <br /> <br />Craney Zsland Study Commission <br /> <br /> John F. Bailey, Jr. and John V. Turtle were reappointed for a term of four years, <br />expiring July 1, 1989. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas,. <br />further nominations, the above members to be elected <br />and was adopted by unanimous vote. <br /> <br />to close nominations and there being no <br />to the designated Boards~Commissions, <br /> <br /> 85-199 - Theodore R. Chambliss, 318 Wall Street, requested an additional 5 minutes <br />to speak. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Corpre~w, that Mr. Chambliss be granted an <br />additional 5 minutes as requested, and was adopted bly unanimous vote. <br /> <br /> Mr. Chsanbliss spoke concerning bad conditions existing <br />and asked that the problems be investigated. Mr. Ch&mbliss <br />viously been presented concerning the matter. <br /> <br />in three blocks of Wall Street <br />stated that a petition had pre- <br /> <br /> Mayor Holley responded to Mr. Chambliss that hel remembered the petition, but he was <br />not the party who had misplaced the petition, as it mas referred to Management. <br /> <br /> Motion of Mr. Corprew and seconded by Mrs. LuCa~s, that the matter be referred to <br />Management and a task force be formed to look into tlhe matter and a report be submitted <br />to Council, and was adopted by unanimous vote. <br /> <br />Councilman Beamer left the Chamber at 10:46 p.m. and returned at 10:51 p.m. <br /> <br />Vice Mayor Webb left the Chamber at 10:48 p.m. and returned at 10:53 p.m. <br /> <br /> 85-200 Dr. Hugo A. Owens, Sr., 600 Green Strelet, spoke in reference to occupancy <br />and use of 610 Green Street (£ormerly Wheeler Funerail Home), and asked that the zoning <br />be restored to original zoning in order to operate a! funera2 business at the same address. <br /> <br /> The City Manager was directed to look into what could be done to "grandfather" <br />the zoning. <br /> <br /> <br />
