<br /> 85-224 - "Letter from the City Manager recommending adoption of an ordinance to appropria
<br />$15,000 for initial costs and operating expenses for a mounted police patrol."
<br /> "Attached for your consideration is a request for an appropriation to offset private
<br />contributions to allow the establishment of a Horse Mounted Police Patrol Unit. This concept
<br />is used in other localities, and has broad support of Portsmouth's business community in the
<br />Downtown area.
<br />
<br /> The Mounted Patrol, once operational, will consist of uniformed officers on horseback wh~
<br />will patrol PORTSIDE and th~ Olde Towne residential and shopping districts. The unit will be
<br />manned by present staff and will replace a vehicle and limited foot patrol now in the area.
<br />Mounted Patrols have several advantages including increased visibility and accessibility,
<br />effective crowd control, and good public relations.
<br />
<br /> The tot:al sum of $20,500 is offset by three $5,000 contributions from the. Portsmouth
<br />Partnership, Industrial Development Authority, and the Downtown Merchants Association. The
<br />remaining $5,500 has already been apprpriated in the Police Department's budget. The total
<br />a-mount includes funds for initial costs of renovating and equipping the stable, training and
<br />outfitting the police officers and other related initial costs. Operating costs will consist
<br />of utility expenses, wages for stable help, feed and veterinarian care for the horses. Annual
<br />operating costs after the first year are not expected to ~xceed $9,000, exclusive o~ salaries
<br />of the police officers.

<br /> I, therefore, recommend appropriation of $15,000."

<br /> Charles B. Whitehurst, on the behalf ~PorLsmouth Partnership; Robert S. Dotsey, repre-
<br />senLing Downtown~Portsmouth Association; Bradford Cherry, representing Industrial Development
<br />Authority, presented to-Mayo~ Holley and City Manager Hanbury from'each agency checks in the
<br />amount of $5,000 to support the establishment of the Horse Mounted Police Patrol Unit.

<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved
<br /> on first reading, and was adopted by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $15,000 FROM THE GENERAL FUND FOR INITIAL COSTS AND
<br /> OPERATING EXPENSES FOR A MOUNTED POLICE PATROL."

<br />the submissmon of an application to the State Industrial Revenue Bond Reserve in the amount o'
<br />$1,900,000 for Crawford Office Associates for the construction of a four-story brick office
<br />building at the southwest corner of High and Crawfcrd Streets.

<br /> "On May 9, 1985, the Industrial Development Authority of the City of Portsmouth (IDA) hel
<br />a public hearing and approved nn Industrial Revenue Bond Inducement Resolution in the amount
<br />of $3,000,000 for the benefit of McGinnis Realty and Development Corporation, or its assigns.
<br />This project has subsecuently been assigned from ~cGinnis Realty and Development Corporation
<br />to Crawford Office Associates. Bonds required for this project are now estimated at $1,900,00
<br />
<br /> On August 8, 1985, the IDA passed a resolution recommending that the City Council autho-
<br />rize the submission o£ an application to the State Industrial Revenue Bond Reserve in the
<br />amount of $1,900,000 for this project, this action is necessary because the City has exhauste
<br />its 1985 per capita Industrial Revenue Bond allocation. The next deadline for submission of
<br />applications to the State Reserve is August 15, 1985.
<br />
<br /> These bonds would be used for the construction of a four-story brick office building at
<br />the southwest ccrner of High and Crawford Streets. This 40,000 square feet structure would
<br />contain a mix of cffice and retail uses. As this project is located within the Urban Enter-
<br />pr~se Zone, it would have been considered a first priority for a local bond allocation if
<br />financing had been in place prior to the allocation of the City's per capmta bond limit to
<br />other prmori~y one projects. The financing commitment was not received until August 1, 1985.
<br />
<br /> As indicated on the enclcsed Development Summary, this project is expected ~o create
<br />approximately 150 new jobs in the City of Portsmouth.
<br />
<br />This project has received design approval from the D-1 Design Review Committee.
<br />
<br /> The attached resolution has been prepared by the City Attorney, and I recommend its
<br />approval."
<br />
<br /> Councilman Whitlow expressed appreciation to the developers for th&ir confidence in
<br />Portsmouth and wish them the best in trying to secure State funding.
<br />
<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted,

<br />"A RESOLUTION APPROVING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS BY
<br />THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR
<br />CRAWFORD OFFICE ASSOCIATES (FORMERLY McGINNIS REALTY AND DEVELOPMENT CORPORATION)
<br />IN AN ~MOUNT NOT TO EXCEED $1,900,000 FOR THE ACQUISITION, CONSTRUCTION AND EQUIPPING
<br />OF AN OFFICE BUILDING LOCATED ON'THE SOUTHWEST CORNER OF HIGH AND CRAWFORD STREETS
<br />IN THE CITY OF PORTSMOUTH, VIRGINIA, AND REQUESTTNG AN ALLOCATION FROM THE STATE
<br />RESERVE FOR THE BENEFIT OF CRAWFORD OFFICE ASSOCIATES.
