<br /> "Attached please find the annual report from the City Treasurer, Margaret E. Jones, on
<br />the subject of delinquen~ real estate taxes for the ray year ending June 30, 1985. Also at-
<br />tached is an analysis of the reported tax delinquencies prepared by the Director of Finance.
<br />
<br /> The City's Delinquent Tax Collector has initiated collection procedures on the reported
<br />delinquencies. Historically, such procedures have resulted in the collection of about 99.8%
<br />of the total tax levy with the remazning .2% to be satisfied through court action and, if
<br />necessary, sale of property to recover taxes. When collected, a penalty of 10%, and interest
<br />of 1% per month delinquent, are imposed on the tax bill.

<br /> A copy of the entire list is available in the City Clerk's Office for inspection and a
<br />copy will be placed at the main branch of the Public Library for review by interested citizens

<br />the City Manager to convey City-owned property (Development Parcels 6lA, 61D, 61E, 61F, and
<br />61G, ~rawford Renewal Project, VAR-83) to Portsmouth Redevelopment & Housing Authority, subjec
<br />to the ~erms and conditions of the development agreement.

<br /> "On May 14, 1985, City Council authorized me to sign an agreement with Master Development
<br />Corporation for the consideration of an approximately $9,000,000 condominium Froject on our
<br />watef~nat~. Schematic site plans have been completed sufficiently to show lay out design.
<br />
<br /> It is now necessary for City Council to adopt the attached resolution conveying parcels o
<br />property to ~he Portsmouth Redevelopment E Housing Authority for transfer to Master Develop-
<br />ment Corporation. ~hese parcels include visual and scenic easements as set forth in the
<br />agreement and certain pedestrian accesses for service and emergency vehicles, which will be
<br />retained by the City.

<br /> Finally, the resolution authorizes the release of certain easements and rights-of-way
<br />~hich were previously established but are no longer needed with either the proposed developmen
