$36,000 for architectural and engineering studies and designs of public facilities to replace
the Burton's Point maintenance faciiities and award of contract to responsible low bidder.
The Engineering Office has selected the firm of C. E. Maguire, Inc. to conduct the archi-
~ectural and engineering studies and designs ~o replace the facilities. The total cost for
the program study and site selection analysis is $36,000. From this work, we will be able to
select the design approach and sites for construction. The cost of the actual architectural
design of the stru:tures will be included at a later date when the decision is made on the sit~
and scope of the project.

It is my recommendation that the City Council award the contract to C. E. Maguire, Inc.
85-244 Letter from the City Manager recommending adoption of an ordinance to appropriat
$200,000 for City's participation of 50% of construction and installation of brick sidewalks
in the downtown area of the D-1.

"Included in this year's Capital Improvement Budget were funds to stimulate quality
development in Olde Towne South. The program was established to allow 50-50 sharing of costs
for~streetscapes/landscaping if the developer met certain design criteria ..e., brick sidewalk
ornamental street lights/poles, tree wells etc. By providing this in:entive, it:is beneficial
to both the City and developer by (1) speeding up a phase of downtown redevelopment, and (2)
making developer's project more attractive for marketing.

To date, two developers have formalized their agreements to participate with seven others
expressing an xnterest in the program. A preliminary estimate for all n~ne projects is
$200,000 (see attached). The return on investment far outweighs the City's contribution;
therefore, I recommend Council's approprxation of $200,000 for this phase of the program.'

Councilman Whitlow stated that he would abstain on the matter as his law firm would be
representing several developer's who would be participating in the project.

Motion of Mrs. Webb and seconded by Mr. Gray, that the following ordinance to be approved
APPROPRIATE $200,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR
THE CITY IN 50% OF THE COST OF CONSTRUCTION AND INSTALLATION
PUBLIC rMPROVEMENTS IN THE DOWNTOWN D-1 AREA.'

85-245 Letter from the City Manager recommendbng adoption of an ordinance to amend
certain sections of Chapter 23 of the City Code pertaining to motor boats and watercraft.

"The City Attorney's office has completed a review of the cptions available to the City
pursuant to the State Code pertaining to the removal or repair of hazardous or obstructing
docks, wharves, piers, pilings, bulkheads or other structures or vessels and recommends the
adoption of Section 23-507.1 as shown on the attached ordinance. In addition, this review
reveals that certain sections of Chapter 23 pertainigg to motor boats and watercraft should
be revised in accordance with changes made by the Virginia General Assembly.

The attached ordinance prepared by the City Attorney incorporates these changes, and I
join him in recommending adoption of this ordinance."
