August 25, 2026 Recommended Action:  Adoption of the ordinance. Strategic Pillar # 2: Financial & Operational Excellence Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments.  Public Utilities will utilize the funds for the uses authorized under the settlement agreement. “ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $140,654.85 FROM THE PFAS SETTLEMENT WITH 3M COMPANY AND APPROPRIATING SAID AMOUNT IN THE FY 2027 PUBLIC UTILITIES FUND FOR USE BY THE DEPARTMENT OF PUBLIC UTILITIES FOR WATER SUPPLY TESTING AND TREATMENT AND OTHER AUTHORIZED USES UNDER THE TERMS OF THE SETTLEMENT. ” 26-195b: Adoption of an ordinance accepting Port Host Communities Revitalization Funds in the amount of $550,000 from the Virginia Department of Housing and Community Development and appropriating said funds in the FY 2027 Grants Fund for distribution to the Economic Development Authority of the City of Portsmouth, Virginia. Background:  By Resolution R-25-33 adopted on September 23, 2025, City Council affirmed its support of an application by the EDA for a Port Host Communities Grant to assist with the cost of renovating an EDA owned property at 1117-1121 High St. into leasable commercial space.  The Commonwealth awarded the application a grant in the amount of $550,000. Discussion:  Under the Port Host Communities program, the Commonwealth disburses grants funds to the City. The City then disburses the funds to the EDA as the applicant.  The funds are only disbursed to the City after the Commonwealth has confirmed that the applicant has completed all grant requirements and is entitled to the grant money. Financial Impact:  No local match is required from the City as a condition of the funding. The EDA will provide all match funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Upon receipt of the grant funds, the City will disburse the funds to EDA. “ORDINANCE ACCEPTING PORT HOST COMMUNITIES REVITALIZATION FUNDS IN THE AMOUNT OF $550,000 FROM THE VIRGINIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID FUNDS IN THE FY 2027 GRANTS FUND FOR DISTRIBUTION TO THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA. ” 26-195c: Adoption of an ordinance accepting a Marketing Leverage Program grant in the amount of $30,000 from the Virginia Tourism Corporation and appropriating said amount in the FY 2027 Grants Fund for the “Go Outdoors in Portsmouth” program.
