August 25, 2026 Background:  The Virginia Tourism Corporation makes available annually a menu of grants and cooperative marketing programs to assist localities with tourism-related businesses to drive tourism to Virginia. Depending on the number of applications, grants may or may not be funded at 100%.  Portsmouth applied for one of two tiers of funding, a $15,000 and a $30,000 in the Marketing Leverage Program. Portsmouth’s funding request for $30,000 was granted in full.  The Department of Museums and Tourism submitted an acceptable program and was awarded $30,000 in marketing reimbursement. This is a reimbursement grant, and Portsmouth will spend the 2:1 match and submit all required reporting before the reimbursements are issued. Discussion:  The City of Portsmouth must pass a resolution to accept the funding.  The Department of Museums and Tourism must implement the program as submitted and adhere to all guidelines and terms and conditions of the grant.  The Department of Museums and Tourism must provide a final report to Virginia Tourism. Financial impact:  A 2:1 local match is required as a condition of the funding, which local match has previously been appropriated in the Department of Museums and Tourism FY 2027 General Fund Budget. Recommended Action:  Adoption of the ordinance. Strategic Pillar #3: Economic Growth & Citywide Revitalization. Next Steps Following Council Action:  The Finance Department will create a budget code for future received grants. “ORDINANCE ACCEPTING A MARKETING LEVERAGE PROGRAM GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT IN THE FY 2027 GRANTS FUND FOR THE “GO OUTDOORS IN PORTSMOUTH” PROGRAM.” 26-195d: Adoption of an ordinance: (1) accepting a grant in the amount of $85,724 from the Virginia Department of Criminal Justice Services and appropriating said funds to the FY 2027 Grants Fund budget; (2) appropriating $28,575 from the fund balance of the General Fund to the FY 2027 General Fund budget to serve as the required local match; and (3) transferring said $28,575 from the FY 2027 General Fund budget to the FY 2027 Grants Fund budget, all for the purpose of funding one full- time Criminal Justice Planner position for the Portsmouth Community Criminal Justice Board. Background:  The Portsmouth Community Criminal Justice Board (CCJB) was established in 1995 as a component of the Comprehensive Community Corrections and Pretrial Services Act. The responsibilities of CCJBs are outlined in §9.1-180 of the Code of Virginia. These responsibilities are: 1. Advise on the development and operation of local pretrial services and community- based probation services pursuant to §§19.2-152.2 and 9.1-176 for use by the courts in diverting offenders from local correctional facility placements; 2. Assist community agencies and organizations in establishing and modifying programs and services for defendants and offenders on the basis of an objective assessment of the community's needs and resources;
