Strategic Pillar #4: Safe, Connected, and Thriving <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $224,449.59 <br />FROM OPIOID SETTLEMENTS AND APPROPRIATING SAID AMOUNT IN THE FY <br />2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS FOR <br />APPROVED ABATEMENT PURPOSES AS DEFINED BY THE VIRGINIA OPIOID <br />FUND AND SETTLEMENT ALLOCATION MOU.” <br /> <br />26-195h: <br /> <br />Adoption of an ordinance accepting funding in the amount of $305,949 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2027 Behavioral Healthcare Service Fund for the <br />Crisis Intervention Team Assessment Center at Maryview Hospital. <br /> <br />Background: <br /> <br />The Portsmouth Behavioral Healthcare Services (PBHS) has received Restricted <br />● <br />Mental Health State General Funds in the amount of $305,949 from the Virginia <br />Department of Behavioral Health and Developmental Services (DBHDS) for the Crisis <br />Intervention Team (CIT) Assessment Center, for a period of performance through June <br />30, 2027. <br />PBHS operates the CIT Assessment Center, which provides crisis assessment <br />● <br />and jail-diversion services to individuals identified as eligible who are experiencing a <br />behavioral health crisis. <br /> <br />Discussion: <br /> <br />The amendment extends the term of the agreement through June 30, 2027, <br />● <br />effective July 1, 2026, and sets DBHDS funding at $305,949 for the period of <br />performance. <br />Funds are disbursed by DBHDS through a warrant payment schedule. The <br />● <br />Department may, at its discretion, modify payment dates or amounts, and may pause <br />future distributions if the CSB has not fully expended funds disbursed in the prior fiscal <br />year. <br /> <br />Financial Impact: <br /> <br /> A local match of funds or in-kind services in the amount of 10% is required as a <br />condition of the funding, which match has previously been appropriated in the FY 2027 <br />Behavioral Healthcare Service Fund. <br /> <br />Recommended Action: <br />Adoption of the ordinance.
