May 26, 2026 <br /> <br />“RESOLUTION CERTIFYING THE CITY OF PORTSMOUTH’S SUPPORT OF AN <br />APPLICATION FOR THE U.S. DEPARTMENT OF TRANSPORTATION’S PORT <br />INFRASTRUCTURE DEVELOPMENT PROGRAM IN FURTHERANCE OF THE <br />DEVELOPMENT OF 16 HARPER AVENUE FOR PORT-RELATED USES AND THE <br />PURCHASE OF CRANE COMPONENTS TO REPLACE AN AGING HEAVY-LIFT <br />ASSET. <br /> <br />WHEREAS <br />, Crofton Construction Services, Inc. has long operated a maritime <br />facility at 16 Harper Avenue in Portsmouth; and <br /> <br />WHEREAS, <br />Crofton is seeking planning and construction funds to replace and <br />modernize a critical heavy-lift asset which supports the regional maritime and defense <br />industrial base; and <br /> <br />WHEREAS <br />, the U.S. Department of Transportation’s Port Infrastructure <br />Development Program offers grants for the improvement of the safety, efficiency, or <br />reliability of port-related facilities; and <br /> <br />WHEREAS <br />, Crofton has requested that the Portsmouth Port and Industrial <br />Commission apply for a grant under the Port Infrastructure Development Program to fund <br />a portion of the project; and <br /> <br />WHEREAS <br />, the application will seek a grant from the federal government, and <br />Crofton would be required to expend its own funds to satisfy the required match; and <br /> <br />WHEREAS, <br />the project would increase the volume of cargo within the Hampton <br />Roads harbor by expanding Crofton’s operational capacity to lift, transport, and/or receive <br />breakbulk and over-dimensional cargo at its operations site in Portsmouth; and <br /> <br />WHEREAS <br /> , if the grant is awarded, the project will be funded by federal and <br />private funds, and neither the City nor the Portsmouth Port and Industrial Commission will <br />be required to contribute any local funds; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby endorses and supports the application of the Portsmouth Port <br />& Industrial Commission for a grant from the U.S. Department of Transportation Port <br />Infrastructure Development Program in furtherance of the development of 16 Harper <br />Avenue for port-related uses and the purchase of crane components to replace an aging <br />heavy-lift asset. <br /> <br />2. That the City Manager is authorized to take such further actions and <br />execute such further certifications as are necessary or desirable in furtherance of the <br />application and the purposes of this resolution. <br /> <br />3. <br />That this resolution shall take effect on the date of its adoption.” <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the Consent Agenda, <br />and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />26 - 133 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
