Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE SHARED EXPENSE REVENUE IN THE AMOUNT <br />OF $213,809 FROM THE VIRGINIA COMPENSATION BOARD AND APPROPRIATING <br />$194,127 OF SAID FUNDS TO THE JUDICIAL CATEGORY AND $19,682 OF SAID <br />FUNDS TO THE GENERAL GOVERNMENT CATEGORY OF THE FY 2026 GENERAL <br />FUND BUDGET FOR THE PAYMENT OF ONE-TIME CONSTITUTIONAL OFFICER <br />STAFF BONUSES.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />26 - 123 - Adoption of a resolution approving and authorizing the execution of an <br />Interim Agreement for the design of a new City Hall and parking garage. <br /> <br />Background: <br /> <br /> On June 27, 2025, the City received an unsolicited PPEA Proposal for the <br />construction of a new City Hall and Parking Garage at 220 County Street (the “Proposal”). <br /> <br /> Competing proposals were solicited from September 25, 2025 through December <br /> <br />2, 2025. No competing proposals were submitted. <br /> <br /> On March 10, 2026, City Council held a public hearing to solicit comment on the <br />Proposal and subsequently adopted a Resolution authorizing City staff to negotiate an <br /> <br />Interim Agreement with the Developer. <br /> <br />Discussion: <br /> <br /> An Interim Agreement has been negotiated. The Interim Agreement requires the <br />Developer to complete 35% design documents for the proposed City Hall and Parking <br />Garage. <br /> <br /> The contract price is $2,915,600. The City will own all the plans and specifications <br />produced pursuant to the Interim Agreement. <br /> <br /> The Interim Agreement also requires the Developer to create a Minority-Owned, <br />Woman-Owned, and Small Business participation plan that must be approved by the City <br />and would be implemented in the event City Council approves a Comprehensive <br />Agreement for construction of the project. <br /> <br /> While work on the services to be provided under the Interim Agreement is <br />underway, the parties will negotiate a Comprehensive Agreement. Any Comprehensive <br />Agreement would need to be approved by City Council. <br /> <br />Financial impact: <br /> <br /> The services provided under the Interim Agreement will cost the City $2,915,600. <br />The City will own all plans and specifications produced. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed resolution. Strategic Pillar #1: Get Stuff Done. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver the Interim Agreement. <br /> <br />1.
