May 12, 2026 <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2027 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN <br />THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS.” <br /> <br />WHEREAS, <br /> pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1992, as <br />amended, (“Acts”), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br /> <br />WHEREAS, <br /> each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br /> <br />WHEREAS, <br /> the required public hearing has been held and the City Council has <br />reviewed the proposed 2027 Annual Action Plan; and <br /> <br />WHEREAS, <br />it is necessary that this Council take official action regarding the 2027 <br />Annual Action Plan to comply with the regulations of the aforementioned Acts; and <br /> <br />WHEREAS, <br />this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and development <br />programs; and <br /> <br />WHEREAS, <br />this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br />WHEREAS, <br />this Council has found that the proposed 2027 Annual Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 2027 Annual Action Plan having been reviewed and <br />considered, said Plan be and hereby is approved as final in all respects, and the City <br />Manager is hereby authorized to file any additional information as may be required with <br />the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plan. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide <br />assurances as required of the locality by the Acts for the approval of the Program.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />26-121 (I): <br /> <br />1. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Tiffani Stuart, 3704 Winchester Drive, spoke in opposition to the 11 fire fighter <br /> positions that are not included in the budget. <br /> <br />3. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his opposition to the <br /> increased stipend to the supplemental retirees. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
