October <br /> <br />1985 <br /> <br /> On motion of Mr. Gray and seconded by Mr. Whitlow, to concur in the recommendation of <br />the Planning Commission, GHP 84- 22 for Phase I of the redevelopment of River Edge Apartments <br />into S0 12-unit condominiums (formerly Twin Lakes), was approved on fi~-st reading, and was <br />adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> On motion of Mr. Beamer and seconded by Mr. <br />re~&ing at the regular meeting of September 10, <br />following vote: <br /> <br /> Gray, the following items approved on first <br />1985 were adopted on final reading, and by the <br /> <br />85-242 <br /> <br />"AN ORDINANCE TO APPROPRIATE $49,500 FROM THE CAPiTAI IMPROVEMENT <br />FUND PO COMPLETE A MASTER UTILITY PLAN FOR PORTCENTRE BUSINESS <br />PARK PROJECT." <br /> <br />85-252 <br /> <br />"AN ORDINANCE TO APPROPRIATE $64,000 FROM THE PUBLIC UTILITITES <br />CAPITAL IMPROVEMENT FUND FOR AN ENGINEERING STUDY OF ~HE GROUND <br />STORAGE RESERVOIR FACILITY ADJACENT T£ THE CITY ARMORY.' <br /> <br />85-222 Parking Variahce and amendment to.the City Code: <br /> <br />"A RESOLUTION GP2~$~¢"ASPECIAL EXCEPTION TO COLONY ENTERPRISES FOR <br />PROPERTY AT 430 HIGH STREET FOR OFF-STREET PARKING IN THE DOWNTOWN <br />D-1 DISTRICT. <br /> <br /> WHEREAS, David Jordan, on behalf of Co'lony Enterprises, has made application for the <br />granting of a special exception to the off-street parking requirements for property at 430 <br />High Street pursuant to Section 40-t2I (b) (IV) in the Downtown D-1 District; and <br /> <br /> WHEREAS, t'he applicant and the Planning Director have done all things required to be <br />done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has made a recommendation for the granting of a special <br />exception to the off-s.treet parking requirements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the special exception to be granted: <br /> <br /> (~)~ Will not adversely affect the health and safety of per~ons residing or working <br />in the neighborhood; <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />improvements in the neighborhood; and <br /> <br /> (c) Will be in accord with the purposes and objective of the Downtown D-1 District <br />and the Zoning Chapter of the City Code. <br /> <br /> 2.
