October 8~ 1985 <br /> <br />~i.:!; - NEW BUSINESS--- <br /> <br /> 85-300 - Mayor Holley presented a Certificate of Appreciation to Evelyn Sawyer, former <br />member of Social Services Advisory Commission, for services rendered. <br /> <br /> 85-311 - On motion of Mr. Beamer and seconded by Mrs. Lucas, the following resolution was <br />adopted, and by unanimous vote: <br /> <br />"A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA EXPRESSING <br />SUPPORT OF SANCTIONS AGAINST THE REPUBLIC OF SOUTH AFRICA FOR THE CONTINUED <br />EXISTENCE OF APARTHEID IN THAT COUNTRY. <br /> <br />ITS <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, finds the system of apartheid <br />in the Republic of South Africa to be morally reprehensible and contrary to international <br />principles of decency and self-determination; and <br /> <br /> WHEREAS, this Council believes that American corporate and financial investments in South <br />Africa greatly strengthen the apartheid regime and is of the opinion that the imposition of <br />economic sanctions can be effective in helping to bring an end to the system of apartheid in <br />the Republic of South Africa; and <br /> <br /> WHEREAS, the Council recognizes the Sullivan Principles as having been promulgated for ant <br />adopted by United States business entities to rectify the working conditions and economic <br />opportunities of non-whites in the Republic of South Africa; and <br /> <br /> WHEREAS, this Council is dedicated co the democratmc right of majority rule and the pro- <br />motion of the basic principles of human rights for all people. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it hereby urges the Board of Trustees of the Portsmouth Supplemental Retirement System and the <br />Portsmouth Fire and Police Retirement System to make no investment of funds under their contro' <br />(1) in entities that maintain their principal headquarters or consider their principal market <br />within the geographical or political boundaries of the Republic of South Africa; or (2) entiti{ <br />which do business within the geopgraphical or political boundaries of the Republic of South <br />Africa unless such entities are signatories to the Sullivan Principal and have made demonstrat{ <br />progress ~n the implementation of the principles or are endorsers of the Sullivan principles <br />and meet its basic requirements, and t~ divest~ as exped~tidu~2y as reasonable, funds that are <br />currently invested ~n such entities and ~o reinvest such fund5 upon the exercise of bona fide <br />discretion in securities permitted by state law and in keeping with the spirit of this resolu- <br />tion. <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Holley <br />Nays: None <br /> <br /> 85-312 Minister Rafiq Zaidi, 547 Edwards Street, representing POWER, Black Concerned <br />Citizens, expressed appreciation of the Council for the understanding of the situation taking <br />place in South Africa. <br /> <br /> 85-312 Alma Mitchell, 6203 Arthur Avenue, representing Ebony Heights Civic League, <br />inquired when the work of paving the streets in Ebony Heights area would take place. <br /> <br /> The City Manager responded and stated he would try ro <br />1985. <br /> 85-313 A.
