February 10, 2026 <br /> <br />(b) The development shall be in substantial compliance with the rendered <br />concept elevations entitled “Blount Place – North & East Elevations, and South & West <br />Elevations” prepared by PCI Design Group, Inc., dated November 28, 2025, except where <br />modifications may be required to comply with all applicable local, state, and federal codes <br />and regulations. <br /> <br />(c) A Minor Subdivision plat must be approved by the City and recorded by the <br />owner to subdivide the property into two parcels in accordance with Chapter 33.1 of the <br />City Code (Subdivisions) prior to obtaining building permits. <br /> <br />(d) The development must be constructed in compliance with all applicable <br />codes, ordinances, and regulations of federal, state, and local government, and all <br />required licenses and permits shall be obtained and remain in effect during the operation <br />of the development. <br /> <br />(e) Before initially operating the multi-family dwelling development, the owner <br />and/or operator shall install and maintain digital video equipment with recording <br />capabilities sufficient to indicate the date and time that the recording is made. The <br />recording shall provide surveillance coverage encompassing the front, side, and rear <br />exteriors of the development for 24 hours a day, 7 days a week. Recorded data must be <br />maintained in a condition permitting review of the information for a period of no less than <br />thirty 30 days. <br /> <br />(f) All taxes/fees associated with the property shall be paid when due, as <br />determined by the City Treasurer. <br /> <br />(g) This Use Permit shall automatically expire and become void two (2) years <br />from the date of approval by City Council if the use is inactive or changed to a different <br />use, unless within such two-year period: (a) a building permit is obtained, and erection or <br />alteration of a structure is started; or (b) a Certificate of Occupancy is obtained, and the <br />approved use is commenced. <br /> <br />REVOCATION OF PERMIT: <br />7. Violation of any of the conditions set forth <br /> <br />herein may serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />COLLINSWOOD <br />(b) UP-25-14 - Resolution granting the request of SAFStor <br />Real Estate Co., LLC for a Use Permit to operate a self-service <br />storage facility at 2830 Airline Boulevard in the General Mixed-Use <br />(GMU) zoning district. The property is owned by Victory West, LLC. <br />The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates this property as a mixed-use <br />corridor. <br /> <br />1. Rob Beaman, 222 Central Park Avenue, Virginia Beach, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-25-14) TO SAFSTOR REAL ESTATE <br />CO. LLC TO CONSTRUCT AND OPERATE A SELF-SERVICE STORAGE FACILITY <br />AT 2830 AIRLINE BOULEVARD (TAX PARCEL 0576-0020). <br /> <br /> <br />WHEREAS <br /> , SAFStor Real Estate Co. LLC, the contract purchaser of the subject <br />property, has made application pursuant to Section 40.2-533 of the Code of the City of <br />Portsmouth, Virginia for the granting of a use permit to construct and operate a self- <br />service storage facility at 2830 Airline Boulevard (Tax Parcel 0576-0020); and <br /> <br />WHEREAS <br /> , Victory West, LLC, the owner of the subject property, has consented <br />to the application; and <br /> <br /> <br /> <br /> <br />
